Piling On: Multilevel Government and the Fiscal Common‐Pool

This article discusses the common‐pool problems that arise when multiple territorially overlapping governments share the authority to provide services and levy taxes in a common geographic area. Contrary to the traditional Tiebout model in which increasing the number of competing governments improves efficiency, I argue that increasing the number of overlapping governments results in “overfishing” from the shared tax base. I test the model empirically using data from U.S. counties and find a strong positive relationship between the number of overlapping jurisdictions and the size of the local public sector. Substantively, the “overlap effect” amounts to roughly 10% of local revenue.     

Establishing an Islamic niche in Kazakhstan: Musylman Publishing House and its publications

There has been an increase in Muslim piety and practice in Kazakhstan since the fall of the Soviet Union. Much of this increase is due to the efforts of members of the piety movement in Kazakhstan, who preach and publish about Islam in an effort to inspire more Kazakhs to embrace a particular vision of Islam emphasizing daily prayer, modest dress and condemnation of saint and ancestor veneration. From its humble beginnings as a press primarily publishing translations of short books on Islam, Musylman Publishing House has grown to become an influential Islamic press in Kazakhstan. Building on observations at the Musylman Publishing House editorial office and interviews with its staff, this essay examines the history and publications of Musylman Publishing House. It is argued that the publishing strategy directed by Qayrat Isa, the owner and chief editor of Musylman Publishing House, has been a conscious effort to establish, expand and consolidate a publishing niche for the piety movement in Kazakhstan. The result of this strategy has been the establishment of a readership that no longer simply reads about Islam, but actively preaches to others and contributes articles and books to Musylman Publishing House, creating a self-sustaining piety movement.     

Three Traditions of Network Research: What the Public Management Research Agenda Can Learn from Other Research Communities

This article identifies and describes the development of three parallel streams of literature about network theory and research: social network analysis, policy change and political science networks, and public management networks. Noting that these traditions have sometimes been inattentive to each other's work, the authors illustrate the similarities and differences in the underlying theoretical assumptions, types of research questions addressed, and research methods typically employed by the three traditions. The authors draw especially on the social network analysis (sociological) tradition to provide theoretical and research insights for those who focus primarily on public management networks. The article concludes with recommendations for advancing current scholarship on public management networks.     

Testing for Interaction in Binary Logit and Probit Models: Is a Product Term Essential?

Political scientists presenting binary dependent variable (BDV) models often hypothesize that variables interact to influence the probability of an event, Pr( Y ). The current typical approach to testing such hypotheses is (1) estimate a logit or probit model with a product term, (2) test the hypothesis by determining whether the coefficient for this term is statistically significant, and (3) characterize the nature of any interaction detected by describing how the estimated effect of one variable on Pr( Y ) varies with the value of another. This approach makes a statistically significant product term necessary to support the interaction hypothesis. We show that a statistically significant product term is neither necessary nor sufficient for variables to interact meaningfully in influencing Pr( Y ). Indeed, even when a logit or probit model contains no product term, the effect of one variable on Pr( Y ) may be strongly related to the value of another. We present a strategy for testing for interaction in a BDV model, including guidance on when to include a product term.     

Mediation Verses Arrest Approaches to Domestic Assault: Policy Implications for Addressing Domestic Abuse Among Under-Educated and Jobless Offenders

Mediation as a response to domestic abuse would seem a promising direction in curbing domestic battering among offenders with a low stake in conformity. This study compares the effects of mediation verses arrest on two general types of domestic abusers; one category with a high school education or above and is presently employed, while the other category comprising individuals with less than a high school education and are currently unemployed. Pooled data from three of the original group of six Minneapolis Domestic Violence Project cities are used in this study. The findings show unemployed Blacks with less than a high school education who were mediated were significantly less likely to have re-offended within six months than unemployed non-Blacks similarly mediated with less than a high school education. Also, unemployed Blacks with less than a high school education not mediated were significantly more likely to re-offend than unemployed non-Blacks with less than a high school education and not mediated. Finally, among those in the sample unemployed with less than a high school education and mediated were significantly less likely to re-offend compared to those not mediated. The findings are consistent with seeing mediation as a viable police strategy in curbing domestic abuse among jobless and undereducated offenders.     

The transfer of planning theories to health planning practice

Improvement is required in the theoretical bases of health planning in order for needed advances to occur in health planning practice. Four major planning strategies are utilized in other public policy sectors: the rational, the incremental, the mixed scanning and the radical strategies. All four strategies are potentially useful in health planning and their impact is suggested in a health planning situation.
