Health planning theory has failed to operationalize the concept of rationality into terms useful for theory building. The concept of rationality has also generally not been translated into a useful tool for the health planning practitioner. In order to decrease the mystique associated with rationality and to aid in refinement of the concept, four attributes of health planning rationality are proposed:
- Health planning rationality is “bounded” due to the magnitude of problems and man's limited problem-solving abilities;
- Health planning rationality has multiple dimensions (technical, social, legal, political and economic);
- The multiple dimensions of health planning rationality interact as complements and substitutes; and
- Health planning rationality may be conceived of as the exposure of problems to cognitive processes.

Retaining agricultural activities under urban pressures: A review of land use conflicts and policies
From a national perspective it is unclear whether the continued expansion of urban development seriously affects America's potential food production over the long run. Yet there are clearly regional biases toward conversion of farmland to urban uses and locally important changes in the appearance of the landscape at the rural—urban fringe. Urbanization also generates spillover effects causing the idling of farmland and the shifting from one type of agriculture to another.Land use controls aimed at directly addressing the use of the land may be effective in preventing some conversion of farmland to urban uses but the methods are costly and possibly very complex. Incentives to farmers to keep land in agriculture are generally too weak to be effective in retaining agricultural land in the face of strong urban pressures.This research was supported by a grant from the National Science Foundation (Research Applied to National Needs) to the Regional Science Research Institute. 相似文献

Very little research has examined state legislation on protective orders. This study examined recent state statutes and compared the findings with a landmark 1988 study. Results indicated that more recent laws provided greater access to victims and expanded their eligible populations to include categories that were excluded in earlier legislation (i.e., dating partners, sexual partners, and same-sex partners). Orders increased slightly in duration and there were more access to them outside of normal working hours. Compared with earlier legislation, newer laws were more apt to authorize judges to fashion remedies that address financial matters. Penalties for violations remained relatively stable, although states were increasingly willing to use enhanced sanctions for repeat offenders. States continued to use mandatory arrest to enforce orders, although this trend was not as pronounced as one might have anticipated. Finally, legislators incorporated many aspects of new federal legislation into state statutes. 相似文献

There are approximately 800,000 501(c)(3) nonprofits large enough to register with the federal government. Add churches, foundations, and nonprofits too small to register, and the number is far higher than that. The potential for nonprofits to engage their clients and members in community affairs and public policy making is, in theory, enormous. Yet, perversely, nonprofits are regulated by the federal government in such a way that discourages the involvement of their followers in the public policymaking process. This is a problem, not simply because we social scientists believe civic engagement is a good thing, but because these regulatory standards sharply skew public participation. Although middle- and upper-class individuals have many organizations that engage and mobilize them, nonprofits usually are the only organizations that work on behalf of the poor, those without health insurance, immigrants, the disabled, and most other marginalized constituencies. Abstract: The estimation of age at time of death is often an important step in the identification of human remains. The purpose of this study was to test the applicability of the Demirjian system on a sample of the Sydney child population and to develop and test age‐prediction models using a large sample of Sydney children (1624 girls, 1637 boys). The use of the Demirjian standards resulted in consistent overestimates of chronological age in children under the age of 14 by as much as a mean of 0.99 years. Of the alternative predictive models derived from the Sydney sample, those that provided the most accurate age estimates are applicable for the age ranges 2–14 years, with R‐square = 0.94 and a 95% confidence interval of ±1.8 years. The Sydney‐based standards provided significantly different and more accurate estimates of age for that sample when compared to the published standards of Demirjian. 相似文献

Kava is an Oceanic plant in which the root is consumed as a beverage and is becoming increasingly popular. The effects of kava consumption may include sedation, euphoria, and impairment of motor coordination. This article demonstrates kava impairment through four cases of self‐reported kava use supported with Drug Recognition Expert (DRE) evaluations of each subject. Subject's urines screened negative for common drugs of abuse by immunoassay analysis. Urine from cases 3 and 4 were analyzed by liquid chromatography–tandem mass spectrometry, and gas chromatography–mass spectrometry, which yielded the presence of kavalactones. Subjects exhibited poor driving behavior and signs of intoxication. Indicators of impairment from multiple drug categories, central nervous system (CNS) depressants, CNS stimulants, and cannabis were observed, which may be consistent with the presence of multiple kavalactones and their diverse array of mechanisms of action. The consumption of kava can hinder one's ability to operate a vehicle safely. 相似文献
