The Decipherment of Latent White Board Entries

This case involves an incriminating message written on a white board and erased before the investigators seized the evidence. Investigators inquired about the possibility of recovering the entries and subsequently submitted the board to the Documents and Digital Evidence Branch for examination. In an attempt to recover latent handwritten entries, examinations were conducted utilizing the Foster and Freeman Video Spectral Comparator 6000/Hyper Spectral (VSC 6000/HS). Latent handwritten entries were observed with the use of an excitation band‐pass filter in the range of 485 nm‐610 nm with a longpass barrier filter at 645 nm in front of the camera lens of the VSC 6000/HS. Entries were also recovered and imaged using an alternate light source with the Phase One (P65) imaging system. Multiple latent handwritten entries were recovered utilizing various instruments and lighting techniques. This report discusses the details concerning the examination and the results.     

Comparing Homicide‐Suicides in the United States and Sweden

Research on homicides followed by suicides has largely relied on very localized samples and relatively short time spans of data. As a result, little is known about the extent to which patterns within cases of homicide‐suicides are geographically specific. The current study seeks to help fill this gap by comparing twenty years of homicide‐suicide data for Sweden and a large U.S. county. Although some of the underlying patterns in the two countries are similar (e.g., decreasing rates), a number of important differences emerge, particularly with respect to incidence, weapons used, perpetrator age, and relationship of the perpetrator to the victim.     

Safeguarding adults and mass marketing fraud – Perspectives from the police,trading standards and the voluntary sector

Despite the growing awareness of mass marketing fraud (MMF) in the financial abuse of vulnerable older people, little empirical research has been undertaken in this area. This paper is one of the first to consider the perspectives of a range of professionals who work with victims of mass marketing fraud and financial crime. MMF is a growing threat in the financial abuse of older people, and is increasingly recognised as a concern for professionals involved in supporting and safeguarding vulnerable older people. This paper considers the themes emerging from a small exploratory qualitative study into the perspectives of professionals working to safeguard those at risk of MMF and considers some of the complexities involved in tackling MMF. This involves consideration of the techniques used to groom and lure victims in plausible looking frauds, and the factors that serve to reinforce their sustained involvement in such activity.

Hydropower Development and Resettlement Policy on China's Nu River

Hydropower represents an important alternative form of energy in China, a country that currently uses coal to supply 78% of its electricity. However, evidence from large hydropower projects in China shows that the socio-economic and environmental costs of hydropower development are substantial. Construction on the first of the 13 planned dams on the Nu River began in the summer of 2008, and villages are already beginning to be displaced. Based on fieldwork in the area, we find that the local resettlement policies infringe upon the national regulations governing resettlement caused by major infrastructure development. This infringement includes high prices for resettlement homes, forcing villagers to leave agricultural production, a lack of programs for long-term economic development, and a lack of transparency in decision-making processes.

Enhancing and Measuring Organizational Capacity: Assessing the Results of the U.S. Department of Justice Rural Pilot Program Evaluation

A significant goal of public administrators in this era of shrinking public funds has been to find ways to enhance and measure organizational capacity and sustainability with minimal outlays of resources. One attempt to address this goal was the Rural Pilot Program, funded by the Office of Violence Against Women in the U.S. Department of Justice. Based on the evaluation of the program, this article (1) describes how capacity was measured, (2) discusses the validation and utility of a self‐administered instrument, and (3) examines whether and to what extent organizational capacity is enhanced by an intermediary funding model. Modest positive changes were found in two areas—organizational staffing and information technology—but no changes were found in other areas. The article concludes with recommendations for designing future programs to enhance capacity and sustainability and for public administrators and grant makers in utilizing self‐administered capacity instruments.
