While international nongovernmental organisations (INGOs) have been heavily studied for their role in transnational advocacy, most research has ignored their internal organisation and the relationships between international and grassroots offices. Intuition suggests that INGOs should face structural imperatives to balance maintaining global brands while simultaneously mobilising disparate publics in local contexts. However, this intuition has not yet been systematically studied. We address this with a paired comparison of Amnesty International and Greenpeace. Using case studies and an original dataset of website attributes, we show that campaigns promoted by international offices and their national counterparts reflect a balance between local diversity and global unity, revealing organisational structures that combine centralised agenda-setting with decentralised agenda implementation. Our research identifies a “measurement gap” with implications for understanding INGO accountability and effectiveness, and indicates that a more complete research programme on INGOs must include attention to internal organisation and structural diversity. 相似文献

However, the underlying assumption of homogeneity can produce fallacious results when the group Asians is not homogeneous. What purpose should Brazil’s armed forces serve in upcoming years? Democratization, the end of the Cold War, and Brazil’s economic crisis have prompted an unprecedented debate over this question by narrowing the range of tasks that the Brazilian military can pursue. This article investigates civilian and military support for various possible military roles and analyzes their compatibility with civilian control. It argues that the political weakness of the current government, the economic crisis, and growing social unrest militate against an expansion of the military’s conventional external defense mission and in favor of non-combatant domestic functions. This has begun to occur despite military enthusiasm for the former and military reservations about the latter. Three categories-self-reported, F.B.I., and Florida Division of Corrections-of measures designed to tap recidivism are compared. When comparisons are made using different baseline measures, it is observed that variation is greatest between rather than within categories. Further, when two log-linear regressions are fitted where only the recidivism measures are different, the results are radically different.
