The widespread adoption of sustainability agendas in urban contexts has opened a now well-recognised ‘policy space’ linking sustainability principles with urban development and local politics. Central to these enquiries is a focus on the need to spatialise debates on sustainable urban development by examining the scales at which locally grounded tensions are resolved. Using a case study set in the City of Vancouver, Canada, this article shows how the adoption of one specific sustainability policy—food policy—was enabled by specific reframings of the scale at which it was assumed to be most appropriately situated, and shows how new strategies for co-ordinating governance at and between scales were deployed. 相似文献

Infrared imaging has a history of use in the forensic examination of artwork and documents and is investigated here for its wider use in the detection of tattoos on the human body postmortem. Infrared photographic and reflectographic techniques were tested on 18 living individuals, displaying a total of 30 tattoos. It was observed that neither age, sex, age of the tattoo, nor, most significantly, skin color affected the ability to image the tattoos using infrared imaging techniques. Second, a piglet carcass was tattooed and the impact of the decomposition process on the visibility of the tattoos assessed. Changes were recorded for 17 days and decomposition included partial mummification and skin discoloration. Crucially, the discoloration was recorded as greatly affecting the image quality using conventional photography, but was insignificant to the infrared recording of these tattoos. While research has addressed the effects of international nongovernmental organizations (INGOs) advocacy on human rights outcomes, less is known about how INGOs choose advocacy targets and tactics. We combine insights from political economy and constructivism to understand how INGOs come to choose targets and tactics through the concepts of information and leverage politics, first articulated by Keck and Sikkink (1998), and salience politics, or the need to select cases that energize organization members and donors. INGOs select potential targets for advocacy and choose their tactics based on considerations of leverage potential and political salience, both of which are a function of potential target states’ aid, trade, and security linkages with major Western powers. Using data on Amnesty International’s written advocacy efforts - background reports, press releases, and new data on Urgent Actions - we find robust evidence that Amnesty International accounts for these linkages with Western powers in choosing targets for its advocacy campaigns. 相似文献

Using national data from felony cases processed in state courts (n = 48,006), the current study investigates the nature and magnitude of contextual variability associated with sentencing outcomes. Multivariate models are first estimated to identify the main effects of various offender and offense variables on sentencing decisions. Conjunctive analysis is then used to evaluate the contextual variability of each of these main effects across all observed combinations of offender and offense attributes. Separate analyses are also conducted among states with and without mandatory sentencing guidelines to explore whether these guidelines reduce this variability across different contexts. Findings from this study and its comparative methods are discussed in terms of implications for future research on criminal sentencing and assessing the contextual variability of the main effects of particular legal and extralegal factors. 相似文献

For street samples suspected of containing the phosphodiesterase-5 inhibitors sildenafil (Viagra(?)) and/or vardenafil (Levitra(?)), including powders or adulterated herbal supplements, a chemical analysis is needed to provide confirmatory identification of these illegally procured substances. Sildenafil and vardenafil are structurally similar and it is difficult to differentiate between them, as previous mass spectrometric studies have shown the two drugs to produce similar fragmentation patterns. The use of tandem mass spectrometry can produce confirmatory data, but the technique requires a high level of technical expertise. We have developed an electrospray ionization-liquid chromatography-mass spectrometry (ESI-LC-MS) method that allows differentiation between these two structurally similar molecules via in-source fragmentation in combination with an ion trap mass spectrometer. A very stable gas phase ion is formed during in-source fragmentation of vardenafil; the combination of the stability of this ion and the longer residence time for the ion in the ion trap results in a very strong signal. This feature results in a method that can provide clear differentiation between sildenafil and vardenafil while at the same time requiring less expertise from the routine analyst to confirm the presence or absence of the two compounds. 相似文献

This article analyzes the relationship between how rationality is conceived and how democracy is practiced in the Bureau of Reclamation, a water development agency in the Department of Interior. The efforts of some inside the agency to institutionalize rational decision-making models, partly in response to new environmental law, expanded the number and range of interest groups that participated in its decisions fry incorporating their preferences into their models for evaluating plans. But the terms under which people could express their values and interests were strictly controlled in ways that some felt misrepresented their concerns. How we conceive of rationality has important implications for how and which people are included in bureaucratic decision making. 相似文献
