This article examines therelation between the Security Council andinternational judicial bodies. The first partexplains, on the basis of linguistic theoriesof international security, the new role assumedby the Security Council after the Cold War. Thesecond part analyses, on the basis of insightsborrowed from legal semiotics, the position ofinternational judicial organs vis-à-vis theSecurity Council (especially the InternationalCourt of Justice and the Tribunals for Rwandaand the former Yugoslavia). The X chromosomal STR markers DXS10135 and DXS8378 in linkage group 1, DXS7132 and DXS10074 in linkage group 2, HPRTB and DXS10101 in linkage group 3, and DXS10134 and DXS7423 in linkage group 4 were studied in the Hungarian population. After genotyping unrelated men (219) and women (165), forensic efficiency parameters were calculated. Deviations from Hardy-Weinberg equilibrium could not be detected. There were several microvariant and rare alleles were sequenced: four in locus DXS10135 (alleles 17.1, 18.1, 20.1 and 26.1), one in locus DXS10074 (alleles 11), three in locus DXS10101 (alleles 26, 34.2 and 35) and five in locus DXS10134 (alleles 35.3, 37.2, 38.2, 39.2, 41). 相似文献

International organisations, the national government and civil society alike have identified youth as a potential threat to the stability of the young state of Timor-Leste over the last decade. In this article, I ask how these actors define the danger of youth and what reasons they identify for the potential threat of young citizens for the society and state. Guided by a theoretical framework of Critical Security and Development Studies, I argue that while political manipulation as reason for youth violence was a prominent part of the security discourse in the years after the crisis in 2006, the discourse on the danger of youth in very recent international and national documents has been depoliticised. Despite decreasing numbers of youth-related violence, the threat construction has not vanished; rather, the language on youth has been adapted to the existing international discourse on violent youth as a threat to successful development. A procurement contract is granted by a bureaucrat (the auctioneer) who is interested in a low price and a bribe from the provider. Procurement is thus a multi-dimensional bidding contest with one-dimensional type space (the privately known cost). The optimal price and bribe bid is derived based on an iid private cost assumption. In the experiment, bribes are negatively framed to capture that society is better off if bribes are rare or low. Although bid prices are lower than predicted, behavior is qualitatively in line with the linear equilibrium prediction. This article analyses why Switzerland has so far remained outside the European Union's emissions trading system (EU ETS), the centerpiece of the EU's efforts to combat climate change. In doing so, it contributes three insights to the literature on the EU's external governance. First, it shows that interdependence is of limited explanatory power in predicting EU–Swiss interactions. Secondly, it identifies domestic interests in the non‐member state, Switzerland, as the key factor in explaining the EU's external governance structures concerning emissions trading. Thirdly, it highlights the EU's limited flexibility in dealing with third countries in areas where its internal governance mode is hierarchical. The article presents a hypothesis about the future development of emissions trading in Switzerland and discusses implications for both the external governance literature and the development of global carbon markets. 相似文献

Throughout Central Asia, the end of communism has been marked by a significant change in the management and influence of local mosques. In many rural areas, small underground mosques operated by informally trained, elderly moldas have been supplanted by newly constructed mosques led by younger, foreign-educated local imams and financed by governmental and private donations from Turkey, Saudi Arabia, and other countries. From several perspectives, this ‘revival’ of Islam is characterized in a way that implies that increased religiosity and piety is somewhat problematic. In this essay, based on six months of ethnographic fieldwork in Western Mongolia, we argue that such an approach prevents an understanding of how religious changes are enhancing the social and material well-being of certain actors. We explore the utility of the concept of well-being by focusing on the everyday lives of Kazakh imams in Western Mongolia. Approximately 100,000 ethnic Kazakhs live in the Western Mongolian province of Bayan-Ölgii, where they comprise about 80% of the population. Although a significant portion of the population has been migrating to Kazakhstan in the post-socialist period, the Kazakhs who choose to remain in Mongolia have experienced a significant increase in religious freedom. In this context, the new cohort of imams is playing an important mediating role as members of the local population reinterpret and renegotiate their identity as Muslims. In addition to finding spiritual well-being through their knowledge of Islam, these imams are acquiring social status and economic security from their local roles as religious leaders and through their transnational connections with a broader Muslim community. 相似文献
