Crime-Reduction Effects of Open-street CCTV: Conditionality Considerations   总被引:2,自引:0,他引:2  
This study addresses the conditional nature of the effectiveness of open-street CCTV (closed circuit television) by examining the differences in the effects (1) between daytime and nighttime crime, (2) between weekday and weekend crime, (3) across specific-crime offenses, and (4) depending on CCTV site characteristics, including location type (e.g. downtown, business district, school/university, or residential area) and the site’s base rate of crime. This study used HLM (hierarchical linear modeling) with 84 repeated measures across 34 camera locations in Cincinnati, Ohio, while also accounting for overlapping camera areas. Overall, the findings provided minimal evidence of the effectiveness of CCTV in reducing crime, though some types of crime were reduced in residential areas especially, and effectiveness was clearly interdependent with an area’s base rate of crime. Finally, WDQ analyses showed that diffusion of benefits occurred much more often than displacement in cases where there was a crime reduction, post-CCTV.  相似文献

Abstract

This article analyzes the production of English-language and Vietnamese-language state-owned newspaper reports that appeared in the early days of the “social evils campaign” in Vietnam in January and February 1996. While the English-language coverage attempts to depict the campaign as an attempt to create a drug-free, able-bodied workforce in compliance with international anti-trafficking efforts, the Vietnamese-language coverage portrays the campaign as an attempt to fight against decadent and corrupt “Western values” in order to reinvent the Vietnamese Communist Party (VCP) as the gatekeeper of Vietnamese tradition. These depictions serve a dual purpose. On the one hand, they can be seen as an attempt by the VCP to walk a fine line to avoid the alienation of the expatriate community while at the same time reconstituting itself as a significant institution in the hearts and minds of the Vietnamese people. At another level, the social evils campaign demonstrates that neither an easy invocation of “democratization theory” nor a call to arms against Eurocentrism and an affirmation of the particularity of the “East” is sufficient to analyze under what conditions purportedly “Communist” parties might survive and grow vibrant in an age of globalization. Rather, it is important to note the role of the West not as an actual entity but as an imagined phenomenon against which a pure, Eastern tradition is constructed. In other words, the Vietnamese Communist Party uses the social evils campaign to construct the “West” as a phantasmic “straw man” in order to construct itself in the inverted image of the “West,” as “anti-West.” This portrayal is put forward despite the fact that most foreign direct investment in Vietnam comes from East Asian countries and that the businesses singled out in the newspaper articles as the locus of “social evils” were often Japanese-, Korean-, or Vietnamese-owned.  相似文献

Abstract

This paper reviews assessment, treatment and supervision issues in relation to a high-risk, borderline functioning, male sex offender with zoosexual interests and behaviours. Mr Z was convicted of multiple sexual offences including rape, indecent assault and indecent exposure as well as actual and threatened bodily harm. He was convicted for two counts of attempted buggery of horses and he received a Probation Order to engage in group and individual work, as deemed appropriate. Significant treatment challenges emerged due to his cognitive/intellectual difficulties, coping problems (including anger management issues) and dissimulation. Further, continuing evidence of high-risk behaviours associated with his index offence as well as previously identified patterns of offending were reported. Ongoing concerns prompted a referral for a polygraph examination to gain additional information about Mr Z's offence history and to achieve a better understanding of his treatment needs. These findings are discussed and specific attention is focused on Mr Z's zoosexual behaviours.  相似文献

Theorists of the offense-defense balance frequently note that perceptions of technology, as well as military doctrine, play a role in states' perception of offense dominance or the “cult of the offensive.” I argue that gender may constitute the missing link in explaining this misperception and suggest three possible areas of investigation. First, the perceptions and uses of technologies are dependent upon gendered ideologies which encouraged disastrous strategies in the First World War. Second, gender is an integral part of nationalism that promotes offensive policies by defining masculinity in terms of heroic service to the nation. Third, gendered discourses of protection use the language of defense to legitimate offensive policies. By analyzing the roots of perceptions of offense dominance, feminist analysis shows how gender discourses and the production of gender identities are not confined to individuals and the private realm but rather are a pervasive fact of social life on an international scale.  相似文献

An important theoretical issue in the study of criminal victimization focuses on state dependence or the extent to which prior victimization causally affects subsequent victimization. Framing this issue are two conceptual arguments that posit divergent predictions regarding the impact of past victimization. While “victim labeling” suggests that the experience of prior victimization increases victimization in the future, “victim rationality” suggests that past victimization decreases subsequent victimization. To date there has been little longitudinal research that explicitly evaluates these competing viewpoints. In response, the current study uses panel data from a sample of adolescents to assess the merit of these opposing theoretical frameworks. Against this theoretical backdrop, it is shown that prevailing strategies for the analysis of panel data—random-effects and fixed-effects—produce erroneous results that add confusion to the debate regarding the nature of state dependence processes in criminal victimization. Drawing from advances in econometrics, two estimators that can overcome the problems that plague more traditional panel data models are used to provide a test of the competing victimization perspectives. Results from those analyses suggest support for the thesis that past victimization increases subsequent victimization, but the magnitude of this positive relationship is more modest than is indicated by analytic models that have been utilized in prior longitudinal victimization research.

Over the past few decades, a gender gap has emerged in the mass public in ideological self-placement. While most men and women moved in the conservative direction, another segment of women retained their liberal self-identifications. A gender gap also exists in how men and women define their ideology. Which issues are linked to ideological identities is conditioned by gender and time period. Finally, ideological identities are structure by nonpolitical values as well as political issues. Religiosity and religious beliefs have come to increasingly shape Americans’ ideological identities, with some differences across the two sexes.

Research confirms the risk of victimization faced by women who attend the nation's universities. While stalking began to receive heightened attention in the 1990s, relative to other types of victimization, research regarding college women's stalking experiences is in its infancy. In particular, relatively little is known about victim acknowledgement of stalking and the process whereby victims decide to report to police. Drawing upon data from 1,010 female university students, this study provided important advances in understanding stalking-related victimization for college women, highlighting the influences that fear, offender relationship, types of behaviors involved, and other victimization experiences have on victim acknowledgement and police reporting. Findings offered important advancements in defining a “classic stalking case.” This study had implications for university and public policymakers, educators, and police officers who could benefit from improved understanding of women's perceptions of stalking and their formal help-seeking behavior in response to stalking-related behavior.  相似文献
