Is the extent of sex-based occupational segregation in U.S. state bureaucracies related to agency policy missions? Drawing on arguments by Lowi (1985), we contend that levels of sex-based occupational segregation in state bureaucracies vary depending on whether an agency's policy mission is distributive, regulatory, or redistributive. We employ data on the distribution of administrative and professional employees by sex in several types of state agencies across all 50 states for 1987–97. Our findings indicate high levels of occupational segregation among administrative cadres in agencies with distributive and regulatory policy commitments; however, professional workforces in these agencies have become less gender segregated over time. We find no evidence of occupational segregation among administrative and professional workforces in redistributive agencies. We argue that researchers need to examine the relationship between glass walls and other kinds of sex-based employment impediments, such as glass ceilings.  相似文献

Over the past several decades, the juvenile justice system has struggled with an effective response to status offenders and their unwanted behaviors. Three divergent rationales have emerged for handling these youth: (1) treatment, (2) deterrence, and (3) normalization. Using data from over 300 youth under supervision by agencies in three states, the current study assesses how these differing practices are related to youths’ self-concepts. Results provide support for both deterrence and normalization-based rationales over the historical treatment-based rationale. Viewing status offending as normal adolescent behavior (i.e., normalization) has the most beneficial effect on self-concept. Study limitations and directions for future research are discussed.  相似文献

More urgently than ever we need an answer to the question posed by the late Mick Moran in The Political Quarterly nearly two decades ago: ‘if government now invests huge resources in trying to be smart why does it often act so dumb?’. We reflect on this question in the context of governmental responses to Covid-19 in four steps. First, we argue that blunders occur because of systemic weaknesses that stimulate poor policy choices. Second, we review and assess the performance of governments on Covid-19 across a range of advanced democracies. Third, in the light of these comparisons we argue that the UK system of governance has proved itself vulnerable to failure at the time when its citizens most needed it. Finally, we outline an agenda of reform that seeks to rectify structural weaknesses of that governance capacity.  相似文献

Although the history of the treatment of battering men is relatively brief, it is evident that a treatment paradigm is prematurely forming. This paradigm typically employs a structured group format, utilizing a sequence of preplanned psychoeducational sessions based on cognitive-behavioral principles. As its first goal, the article reviews the history and current status of treatment for abusive men. This review reveals the nature and origins of a host of biased, and largely unsubstantiated, assumptions about batterers and their responsiveness to treatment. The second goal is to dispute the utility of the structured therapy model that presently dominates the field. The author argues that all the topics, themes, and strategic skills commonly offered in structured educational programs will emerge as central topics of discussion during the natural course of events in the unstructured supervised self-help group format. The unstructured approach enables the therapist to spontaneously introduce various ideas and techniques at the most opportune moments in the group process, while avoiding the significant disadvantages of structured treatment programs.  相似文献

This article examines parents' views on the causes of students' absenteeism at the secondary level, using a sample of 221 parents from nine schools across Jamaica. The key factors identified as causes are little value for education, lack of resources, and factors within the immediate school environment. Apart from improvements to the school environment, the article underscores the need to provide employment-generating opportunities to enable parents to meet the needs of their children, and emphasises that efforts to address students' absenteeism must involve multi-agency partnerships including parents, community members, and social workers.  相似文献
