The Food and Drug Administration (FDA) is amending its regulations to add a new requirement for the display of health warnings on cigarette packages and in cigarette advertisements. This rule implements a provision of the Family Smoking Prevention and Tobacco Control Act (Tobacco Control Act) that requires FDA to issue regulations requiring color graphics, depicting the negative health consequences of smoking, to accompany the nine new textual warning statements required under the Tobacco Control Act. The Tobacco Control Act amends the Federal Cigarette Labeling and Advertising Act (FCLAA) to require each cigarette package and advertisement to bear one of nine new textual warning statements. This final rule specifies the color graphic images that must accompany each of the nine new textual warning statements.  相似文献

This article examines the rise of nanotechnology‐specific codes of conduct (nano‐codes) as a private governance mechanism to manage potential risks and promote the technology. It examines their effectiveness as well as their legitimacy as regulatory instruments in the public domain. The study first maps the rise of voluntary nano‐codes and the roles played by different actors. Focusing on five specific nano‐codes, the article then discusses their adequacy in terms of scientific uncertainty, gaps in existing regulatory regimes, and broader societal concerns. It concludes that these voluntary nano‐codes have weaknesses including a lack of explicit standards on which to base independent monitoring, as well as no sanctions for poor compliance. At the same time it also highlights the potential power of these governance mechanisms under conditions of uncertainty and co‐regulation with government. It is likely that nano‐codes will become the “first cut” of a new governance regime for nanotechnologies.  相似文献

We hypothesize that in the real world, as opposed to the lab, the norm is for people to experience friendly media that favor their political predispositions when political favoritism is perceived at all. For this reason, media are generally limited in their ability to create cross-cutting exposure. We test this hypothesis using representative survey data drawn from 11 different countries with varying media systems. We further hypothesize that television will contribute more to cross-cutting exposure than newspapers. Finally, and most importantly, we test the hypothesis that the more the structure of a country's media system parallels that of its political parties, the more that country's population will be dominated by exposure to like-minded views via mass media. We find confirmation for all 3 of these hypotheses and discuss their implications for the role of mass media in providing exposure to cross-cutting political perspectives.  相似文献

Policies to improve energy access and energy efficiency are often discussed, designed and assessed in isolation from each other. In this paper, we highlight possible synergies in these two domains of policy making by looking specifically at some key household end uses that are the first to be met once improved access has been provided. By building in efficiency considerations at the very inception of activities aimed at improving access, effective energy supply available is potentially increased, the level of energy services that can be provided by the existing capacity and infrastructure or from existing budgets available is also enhanced, and the potential for reducing the cost for those populations for which cost has the highest consideration is also improved. In particular, we recommend two areas where policy maybe leveraged to benefit both access and efficiency objectives, first in the setting of standards, labels and codes and second coupling energy subsidies for access with rebates or grants for more efficient end use devices.  相似文献

Traditional forms of regulation have been criticized for not adequately protecting the environment. Indeed, there is evidence and growing support for the view that societal pressure can act as a social licence which induces 'beyond compliance' behaviour. In exploring this view, the paper (a) outlines the characteristics of the social licence; (b) assesses how these characteristics can influence the environmental behaviour of small and medium enterprises; (c) presents a model which shows that social licence pressures depend on the interplay of a range of factors; and (d) applies the model to explain why societal pressures rarely induce beyond compliance environmental behaviour among small and medium enterprises.  相似文献

This article will consider the theoretical explanations for why women are not remaining within and progressing through the ranks of the solicitors' profession in England and Wales. It sets out the findings from a Law Society commissioned project to examine the reasons why women have had a break from practice or chosen to leave the profession. Finally, it considers whether one of the purported strategies used to empower women solicitors – the business case for equality of opportunity in the solicitors' profession – is actively working against women and the profession (more broadly), and that only a return to a wider values-based approach to professional identity will meet the criticisms raised by many of the women who participated in this research.  相似文献
