This is a contribution to ongoing discussion of the international relations issues raised by the terrorist attacks of 11 September 2001. It acknowledges apparent "failings" (of analysis or prediction) in the IR literature but then suggests the shortcomings are really the product of divergent traditions of analysis (behaviouralism, structuralism and evolutionism) which isolate different aspects of phenomena for attention. The paper then discusses the contrast between "hard power" and "soft power"— to help identify the distinctiveness of the new forms of terrorism (their "non-linear" objectives and the lack of proportionality involved). It concludes on an encouraging note by urging international cooperation as a solution, even in cases where the protagonists' resentments have tended to militate against conventional channels of dispute resolution.  相似文献

'Parallel' divisions of identity in Poland are a thing of the past – and perhaps the future – but not the present. Yet contemporary Poles are still politically divided by identities – albeit by 'nested' Polish/European identities rather than by 'parallel' ethnic identities. They are not divided between Polish and European identities, however, but between exclusive and dual identities – in essence a division between parochial and cosmopolitan identities. Contrary to fears that Europeanism in Poland especially might be narrow, culturally restrictive, or even racist, our data show that dual identities reflect broader cosmopolitan perspectives as well as specifically European or Western sympathies. There is a real significant difference of values between exclusive and dual identifiers which extends well beyond attitudes to Europe – and far beyond attitudes to the EU in particular. To a considerable degree this is a difference – some have argued a conflict – between traditional and modern Poland, between secular and devout Poland, between educated and ignorant Poland, between young and old Poland, and between hopeful and fearful Poland.  相似文献

The constitutionality of public school finance systems has been challenged in 43 states in the 25 years since the landmark Serrano decision. Using data on revenues from more than 16,000 school districts over the 1972-1992 period, this article assesses the impact of court-mandated reform on the role of the states in school finance. We find that resources from the state increased while revenues from local districts were roughly unchanged after successful litigation. States also followed a more aggressive redistribution policy in the aftermath of court-mandated reform; after successful litigation, state aid to the poorest districts increased and aid to the wealthiest districts remained unchanged. Finally, we find that reforms that were initiated by the states without judicial prodding were typically ineffective.  相似文献

Romania is an archetypical case of protracted post-communism. Its regime transition was problematic and its founding election flawed, allowing successor communists to secure their hold on power. A period of quasi-authoritarianism and failed reform followed until critical elections in 1996 brought the liberal opposition to power for the first time. Since that time its political system has stabilized into a pattern in which electoral competition occurs but political accountability is limited and corruption is widespread. The current regime should therefore be considered as consolidated, bearing the marks of the transition period, but unlikely to undergo any further near term dramatic change.  相似文献

It is well known that the majority of militarized conflicts and wars have been fought by neighbors. Yet, much remains to be learned about the relationship between shared borders and militarized conflict. This article decomposes the effects of territorial contiguity into  ex ante  "observable" and "behavioral" effects. It provides powerful empirical evidence for the claim that although neighbors are more likely to experience conflict because of  ex ante  differences in observable variables such as economic interdependence, alliance membership, joint democracy, and the balance of military capabilities, most conflicts between neighbors occur because of differences in how neighbors and nonneighbors respond to the observable variables.  相似文献

Political scientists presenting binary dependent variable (BDV) models often hypothesize that variables interact to influence the probability of an event, Pr( Y ). The current typical approach to testing such hypotheses is (1) estimate a logit or probit model with a product term, (2) test the hypothesis by determining whether the coefficient for this term is statistically significant, and (3) characterize the nature of any interaction detected by describing how the estimated effect of one variable on Pr( Y ) varies with the value of another. This approach makes a statistically significant product term necessary to support the interaction hypothesis. We show that a statistically significant product term is neither necessary nor sufficient for variables to interact meaningfully in influencing Pr( Y ). Indeed, even when a logit or probit model contains no product term, the effect of one variable on Pr( Y ) may be strongly related to the value of another. We present a strategy for testing for interaction in a BDV model, including guidance on when to include a product term.  相似文献

This article examines the impact of policy attitudes and ideology on voting behavior in the 2010 U.S. presidential election. The analysis uses data from the 2008 American National Election Study. The empirical results indicate that the 2008 election should not be regarded as a simple referendum on the George W. Bush presidency. At the same time, voting behavior was not particularly aligned along stark policy divisions; the direct effects of issue attitudes were confined largely to the most sophisticated stratum of the electorate. Finally, liberal-conservative orientations did affect citizens' political attitudes and candidate choices in ways that are fairly unique, compared to other recent elections.  相似文献

Prior research has linked the innovative behavior of public sector employees to desirable outcomes such as improved efficiency and higher public service quality. However, questions regarding the drivers of innovative behavior among employees have received limited attention. This article employs psychological empowerment theory to examine the underlying processes by which entrepreneurial leadership and public service motivation (PSM) shape innovative behavior among civil servants. Based on three‐wave data from 281 Chinese civil servants and their 59 department heads, entrepreneurial leadership is found to positively influence subordinates' innovative behavior by enhancing two dimensions of psychological empowerment: meaning and impact. Additionally, PSM was found to influence subordinates' innovative behavior by enhancing the dimensions of meaning and competence. These findings suggest that to facilitate innovative behavior among employees, public organizations should consider introducing training that encourages leaders to serve as entrepreneurial role models and recruit employees with high levels of PSM.  相似文献
