Worldwide policy trends in agricultural extension: Part II

This second of a two-part article on global policy trends in agricultural extension deals with complexity. Policy differs enormously from country to country. The author believes that, rather than producing confusion and frustration in the field, the great variety of methodologies, institutional frameworks, and program priorities provides a rich field of ideas for study and practice. The major position in the article is that extension must be dealt with as part of a total agricultural-development process rather than an isolated subsystem for transferring technology to farmers.     

Student Success and Failure in a Graduate Criminology/Criminal Justice Program

Despite the burdens that students and institutions assume when underwriting educational careers, very little is known about completion rates, risk factors, and successful strategies of criminology/criminal justice (CCJ) graduate programs. Consequently, the present study tracks 287 master’s and 70 doctoral students who entered the Florida State University CCJ program during the 1991–2000 academic years. Almost two-thirds of this cohort earned an advanced degree. Younger students with higher GRE scores were more likely to complete the master’s program. Successful doctoral degree recipients tended to have lower GRE scores, be non-White, and earn their master’s degrees in-house. In terms of time-to-degree, it took over two years to earn an M.A. and slightly more than six years to negotiate the Ph.D. Implications are explored for the program, the university, and the discipline.     

Courts, Constitutions, and Labor Politics in England and America: A Study of the Constitutive Power of Law

For most of the 19th century, the labor movements of England and America seemed to be developing along similar lines. Then, in the decades around the turn of the century, both movements were embroiled in a common battle over the political soul of trade unionism. In England, the champions of broad, class-based social and industrial reforms prevailed. In the United States, they lost, and the winners were the voluntarists, who held that labor should steer clear of politics as much as possible. This article suggests that the key reasons for the divergence lie not in the sociology of the working class or labor movement, so much as in the character of the state and polity and the lessons trade unionists drew from experiences in those arenas. The difference between judicial supremacy in the United States and parliamentary supremacy in England combined with other differences in the two nations'forms of government to produce sharply contrasting lessons about the value of state-based reforms.

Informating policy and administration a comparative perspective on terrorism

The cliche that ‘one man's terroirist is another man' freedom fighter’ represents the major dilemma of anti-terrorism policymakers and administrators. The conceptual confusion is further complicated by the ideological orientations and policy interests of the observers. The comparative study of terrorism, however, has provided a conceptual underpinning and does provide the tools for sorting out the biases. This article compares the six principal models of political terrorism and suggests that each in fact describes a distinct form of political violence depending upon the perspective of the observer. Each of the forms of terrorism, moreover, may require a unique set of remedies. Using the widely publicized TWA bijacking during the summer of 1985 as an example, the analysis examines the differences in the American, Israeli, and Lebanese government perspectives and how those differences influenced policymaking.
