Governments have historically offered their workforce a public service bargain founded on stable pay and conditions and job security. However, while the Westminster system aims for public service employment to be protected from the whims of government, public servants are nonetheless affected by the political environment in which they operate and changes to this bargain can occur with a new government. This paper focuses on a Queensland public service change process that resulted in large‐scale forced redundancies, non‐renewal of temporary contracts, and legislative changes that nullified the provisions in job security, organisational change, and redundancy policies. Using communication as a lens through which to understand leadership, it examines how the government communicated with the public service about this organisational change, immediately before and after the 2012 election. In particular, through analysis of public and media commentary, speeches and Hansard records, it examines Premier Newman's change leadership and communication by contrasting pre‐election messages to the public service with post‐election messages about the public service and the justifications for change during this period of downsizing. Scholarship on collaborative governance identifies several structural and procedural factors that consistently influence governance outcomes. A promising next step for collaborative governance research is to explore how these factors interact. Focusing on two dimensions of social learning—relational and cognitive—as outcomes of collaboration, this article examines potential interacting effects of participant diversity and trust. The empirical setting entails 10 collaborative partnerships in the United States that provide advice on marine aquaculture policy. The findings indicate that diversity in beliefs among participants is positively related to relational learning, whereas diversity in participants' affiliations is negatively related to relational learning, and high trust bolsters the positive effects of belief diversity on both relational and cognitive learning. In addition, high trust dampens the negative effects of affiliation diversity on relational learning. A more nuanced understanding of diversity in collaborative governance has practical implications for the design and facilitation of diverse stakeholder groups. 相似文献

Opportunistic electoral fiscal policy cycle theory suggests that all subnational officials will raise fiscal spending during elections. Ideological partisan fiscal policy cycle theory suggests that only left‐leaning governments will raise election year fiscal spending, with right‐leaning parties choosing the reverse. This article assesses which of these competing logics applies to debt policy choices. Cross‐sectional time‐series analysis of yearly loan acquisition across Mexican municipalities—on statistically matched municipal subsamples to balance creditworthiness across left‐ and right‐leaning governments—shows that all parties engage in electoral policy cycles but not in the way originally thought. It also shows that different parties favored different types of loans, although not always according to partisan predictions. Both electoral and partisan logics thus shape debt policy decisions—in contrast to fiscal policy where these logics are mutually exclusive—because debt policy involves decisions on multiple dimensions, about the total and type of loans. 相似文献

This study focuses on Akutagawa Ryūnosuke's Shina yūki (Travels in China): an account of a four-month journey through eastern, central, and northern China in the spring and summer of 1921. Due to Akutagawa's reputation as a writer and the account's vantage point on a transitional period in Japan's expansion abroad, Travels in China has traditionally enjoyed a prominent place in the canon of twentieth-century Japanese travel writing. What has received less attention, however, is the relation of the work to the rest of Akutagawa's literary corpus. In this paper, I situate Travels in China within the larger context of Akutagawa's ongoing interest in Chinese fiction and drama. Rather than reading Travels in China as a work of journalism, as Akutagawa initially invited his readers to do, I argue that the work is an extended exploration not only of the relationship between ‘New China’ and Akutagawa's beloved traditional Chinese culture, but also of the boundaries separating journalism, fiction, and other literary genres. Ultimately, I connect Travels in China to Akutagawa's later work: texts that similarly interrogate and deconstruct the distinctions between genres and modes of narrating experience. 相似文献

ABSTRACTThe eastern Democratic Republic of Congo (DRC) is impacted by a prolonged conflict and humanitarian crisis. Sexual and gender-based violence (SGBV) affects an estimated 39.7% of women and 23.6% of men in the region, and is associated with serious medical, psychological, and socio-economic outcomes for survivors and communities. IMA World Health, a faith-based non-profit organisation, implements a USAID-funded project, Ushindi, which is a collaborative effort with three national NGOs and one technical partner in response to SGBV in eastern DRC. The consortium provides a comprehensive package of services to SGBV survivors, focusing on medical, emotional, psychological, legal, and socio-economic needs. 相似文献

Similar to other consumer sectors of the global economy, the transfer of advanced conventional weapons and military technologies has entered the globalization process, a process that has qualitatively and quantitatively altered the composition and structure of U.S. national security policymaking. By injecting the decisionmaking process governing arms transfers into the global market place, U.S. policy makers must now reconcile maintaining economic competitiveness within the global system without jeopardizing U.S. national security interests. Latinx youth living in the United States reside in a myriad of cultural and neighborhood contexts, yet little is known regarding how cultural values influence behavior problems across neighborhood contexts. Using a person–environment fit framework, the present study explored the degree to which youth cultural values were associated with their externalizing problems, and the degree to which this association was shaped by their neighborhood’s socioeconomic status (SES), and Latinx and immigrant concentration. The sample comprised of 998 Latinx youth (Female?=?54.2%), ages 10 to 14 years old (Mage?=?11.8), from three large United States metropolitan areas. Multilevel modeling methods indicated that increased fit between youth cultural values and neighborhood Latinx and immigrant concentration was associated with fewer externalizing problems, but only in higher SES neighborhoods. The results support the importance of studying social determinants of Latinx youth behavioral health, and provide implications for both neighborhood-level and individual-level prevention and intervention programming. 相似文献
