Abstract

As the 1990–1991 Gulf crisis unfolded, leaders of the UN coalition against Iraq became increasingly concerned about the possibility of terrorism accompanying the initiation of hostilities with Baghdad. Such concerns were reinforced by Iraqi warnings and by Baghdad's long association with international terrorist movements. Ultimately, however, the Iraqis proved unable to make effective use of terrorism to support their war effort. This failure resulted for a variety of reasons including effective counterterrorism measures by the allies. Additionally, a number of other nations with terrorist linkages pressured their terrorist clients to refrain from helping Saddam Hussein. They did this for reasons of their own that nevertheless supported allied strategy. Finally, the Iraqis’ lack of any precrisis preparation for terrorist action meant that they were simply unable to mount more than a few ineffective operations.  相似文献

Over the last two centuries or so sovereignty has proved to be an enigmatic institution, at once constant and changing. Presently, it faces sustained and diffuse siege. Relatively few studies have approached this enigmatic institution from a semantic angle. This paper assesses the meaning of sovereignty within a framework of competing logics as it faces up to a key normative challenge—human rights—bringing together the apparently conflicting norms of non-intervention and intervention against a background of discourse analysis. From “Westphalia” to the current logics of action and normative theory, the discussion places the institution of sovereignty against current, intra-disciplinary factors as an addition to the literature that serves to underscore how a fundamentally re-imagined concept is required, in theory and practice, to account for and promote humanitarian needs.  相似文献

Administrative policies and practices may evolve and change slowly and incrementally or they may be transformed intentionally. Intentional efforts to change administrative policy by transforming the structure, processes, or personnel of public sector organizations define an active administrative policy. Ideally, an active administrative policy takes as given that the organizational form to be used is open to choice, that administrative goals are clear, that a tight coupling exists between ends and means, that different organizational forms have different effects, and that there are criteria that may be used to assess those effects. This article focuses on the fulfilment of these preconditions in the three national contexts – Norway, Sweden and the United States of America – in order to determine the relevance of a transformative perspective for understanding the process of administrative change. We examine what impact constraints like polity features, historical-institutional traditions and external pressure, particularly through popular international administrative doctrines like New Public Management ideas and financial crises, have on the possibilities to enhance an active national administrative policy.  相似文献

Has the EU's ozone policy been effective? In other words: What caused the 90 per cent phase-out of ozone depleting substances (ODS) within the EU? Was it due to an EU-wide regulatory approach, to national circumstances, or to the Montreal Protocol? As EU's environmental policy has not been overly successful so far, it would interesting to know why ozone policy is an area where the EU and its Member States have reached targets effectively over a relatively short time. We suggest that the effectiveness of EU's ozone policy is due to two factors that together secured this rapid phase-out. First, the ozone policy was enacted by means of an EU regulation – rather than by directives – which required all Member States and all larger ODS-generating corporations to implement a ban simultaneously. Second, with the US administration making a u-turn and the increased availability of ODS-substitute chemicals, Europe saw a political opportunity to speed up the phase-out process. A limited study of the phase-out of ODS in Spain supports this argument. While the EU's ozone policy has been effective, its success owes much to particular economic and political circumstances associated with the issue of ozone depletion.  相似文献

This study broadens the framework within which the psychology of support for affirmative action policies is examined to include the institutional framework within which such policies are developed and implemented. This broader framework includes concern with electoral support for those who implement affirmative action policies, as well as considering the impact of implementing such policies on the overall legitimacy of government. It also includes evaluations of the fairness of the two key social institutions shaping such policies—government authorities and markets. The results of a survey of Americans suggest that this institutional framework had an important influence on reactions to affirmative action policies that was distinct from direct reactions to policies themselves. In particular, people were more supportive of policies intervening in markets when they believed that markets represented unfair social allocation procedures. Those politicians who supported such policies received greater electoral support when people viewed market procedures as being unfair and when they felt that government decision-making procedures were fair. Evidence suggests that outcomes did not directly shape electoral support or judgments about the legitimacy of government.  相似文献
