Economic aid to post-conflict countries: a methodological critique of Collier and Hoeffler

In the past five years, research sponsored by the World Bank on the economic aspects of civil war1 ?1. The project was titled the Economics of Political and Criminal Violence. View all notes under the research directorship of Oxford economist Paul Collier has had an extraordinary influence on the subsequent study of violent conflict and civil war and on international policy. The research project has now turned its attention to the problem of countries emerging from civil war and what Collier and his co-author, Anke Hoeffler, call ‘a first systematic empirical analysis of aid and policy reform in the post-conflict growth process.’2 ?2. First reported in a World Bank Policy Research Working Paper circulated in October 2002, their article, ‘Aid, Policy, and Growth in Post-Conflict Societies,’ the paper was in 2003 posted on the website of the Centre for the Study of African Economics, Oxford University until it was published in 2004 in the European Economic Review. There are some minor differences between the two versions of their work, but the conclusions are identical. In the present article, the paper version will be referred to as Collier & Hoeffler (2003) and the published version as Collier & Hoeffler (2004). View all notes Building on the influence of their earlier research and the lively interest currently in knowledge about and policy on post-conflict strategies, this work is likely to be equally influential on research, thinking, and policy. It is all the more important, therefore, to subject the research to critical examination before it becomes established as conventional wisdom. This note reports one such attempt to analyze some major methodological problems with the study and argues that the research cannot sustain the conclusions they draw or the resulting policy recommendations.

Sell-out or challenge? The contradiction of a masters in women's studies

This is an account of planning a part-time Masters degree in Women's Studies at a British Polytechnic. We explain how we obtained approval from the necessary authorities for the course, and discuss the conflict between—on the one hand—the need to conform to these institutional procedures in order to get the course established, and—on the other hand—the desire to keep faith with the political origins of Women's Studies in the Women's Movement. We discuss a number of major issues which have confronted the members of the committee responsible for planning this course including the struggle to demonstrate within the college the academic legitimacy of WS; decisions about what kind of course to offer students—a multidisciplinary or interdisciplinary curriculum, with or without optional elements—and how to defend these proposals during the lengthy process of seeking formal approval; the institutional politics of launching the course; and anticipated problems associated with the eventual teaching of the course.     

Enduring Love? Attitudes to Family and Inheritance Law in England and Wales

This paper reports on the findings from a large-scale study of public attitudes to inheritance law, particularly the rules on intestacy. It argues that far from the assumption that the family' is in terminal decline, people in England and Wales still view their most important relationships, at least for the purposes of inheritance law, as centred on a narrow, nuclear family model. However, there is also widespread acceptance of re-partnering and cohabitation, producing generally high levels of support for including cohabitants in the intestacy rules and for ensuring that children from former relationships are protected. We argue that these views are underpinned by a continuing sense of responsibility to the members of one's nuclear family, arising from notions of sharing and commitment, dependency and support, and a sense of lineage.
