Israel is one of the few democracies where no environmental party has emerged. This article addresses the reasons for this conspicuous absence. There are four explanations for the emergence of such parties: economic affluence, environmental degradation, public awareness of environmental problems, and a political setting favouring the establishment of new parties, namely, a proportional electoral system and party funding. In Israel all these conditions are prevalent, but environmental parties have failed to emerge owing to two additional explanations: a successful environmental movement reluctant to turn into a party, and a value system relegating the environment to a low place on the political agenda. The prominence of security, the anti-ecological tradition, and the search for identity has ruled out mobilization for an environmental party. 相似文献

Founded primarily by Jewish-American immigrants after the 1973 Arab–Israeli war, Efrat has emerged as one of the most highly recognizable settlements in the occupied territories. Drawing on archival materials, the periodical press, and interviews never before brought to light, this article both explores the untold history of this ‘city on a hilltop’ as the product of a quadrilateral relationship between American–Israelis, the Israeli government, the native Israeli settler movement, and local Palestinian communities, as well as reconstructing the discourses in the making of Efrat, which combine religio-political imperatives alongside a deeply Americanized vision of building new, utopian, suburbanized communities in the occupied territories, during its formative years between 1973 and 1987. 相似文献

Cameral procedures define the modus operandi of a parliament. This article examines how the electoral environment affects parliaments’ rules of procedures and legislators’ rights. It argues that when the electoral environment motivates legislators to act individualistically governments are incentivised to restrict cameral procedures to curtail legislators’ behaviour. Materialising such incentives depends on the government’s ability to pass restrictive procedural changes. To test the assertion, four decades (1967–2007) of amendments to the Israeli Knesset’s rules of procedure were examined and support provided for co-variation of the electoral environment and restrictive Knesset’s procedures. The analysis then details the factors that enabled Israeli governments to pass such restrictive measures. Indeed, governments seem to use the rules of procedure strategically in their attempt to improve their control and curtail legislators’ behaviour. 相似文献

Scholars often mention the centrality of parties for the democratic political system. Indeed political parties are indispensable institutions for the linkage between state and society, and should not remain absent in any comparative analysis of citizens’ political attitudes. Yet, only rarely do scholars study how parties shape people’s opinion about democracy. This article seeks to amend this lacuna and examine empirically how party level characteristics, specifically the nature of a party’s candidate selection procedure, relate to the level of satisfaction with democracy among citizens. The authors constructed a cross-national dataset with data on the selection procedures of 130 political parties in 28 country-sessions to examine whether citizens that vote for democratically organized parties are more satisfied with the way democracy works in their country. Additionally, this relationship is examined more closely in Israel and Belgium, two countries where candidate selection procedures show substantial variation and where politicians have made a strong claim for intraparty democratization. Both the cross-national as well as the country-specific analyses indicate that democratic candidate selection are indeed associated with greater satisfaction with democracy. 相似文献

How do electoral systems and intraparty candidate selection procedures affect party unity? In this article, I distinguish theoretically and empirically between electoral systems and candidate selections and argue that the influence of selection processes on parties' behavior is conditional on electoral system (and vice versa). Measuring parties' unity using Rice and weighted Rice scores, and applying hierarchical models to a new data set of 249 parties in 24 countries, I find support for the claim that the influence of selection processes on behavior is greater under electoral systems that encourage personal vote‐seeking incentives than under electoral systems that encourage party centeredness. 相似文献

Urea nitrate (uronium nitrate, UN) is a powerful improvised explosive, frequently used by terrorists in the Israeli arena. It was also used in the first World Trade Center bombing in New York in February 1993. It is difficult to identify UN in postexplosion debris, because in the presence of water it readily decomposes to its original components, urea and nitric acid. A method for the recovery and detection of urea nitrate in traces is described. The residues are extracted with hot acetone, and the extract chromatographed on chromosorb G-HP. The eluent is analyzed by liquid chromatography mass spectrometry using atmospheric pressure chemical ionization (APCI). By applying this technique, we were able to identify urea nitrate in actual exhibits. It was found that UN can be also formed during the analytical procedure, by certain combinations of urea, nitrate ions, and a source of protons and, hence, the presence of the characteristic adduct ion does not necessarily indicate an "authentic" urea nitrate. Rabbinic legal texts often pair converts with freed slaves. This association has been explained by the notion that, like converts, freed slaves joined Judaism upon manumission; therefore, freed men and women were legally viewed like converts. I suggest an inverse and more complex dynamic, through which Roman laws and concepts regarding freed persons influenced particular elements of rabbinic halakhah concerning converts, especially female converts. Since Roman freedwomen were new citizens with certain marital limitations, which have been attributed to lacking pedigree and an assumed sexual history (during servitude), their legal status offered a useful prism for considering female converts, who also had matrimonial restrictions and were without lineage. Moreover, given that a freedwoman’s prior enslavement had implications for her sexual background, female converts were viewed through that same lens. So, even though female converts may have come from non-Jewish families that considered their daughters’ virginity an important asset, the rabbinic legal linkage of freed slaves and converts affected several halakhot concerning female converts and their status in marriage, irrespective of their actual sexual history. Yet certain non-legal rabbinic teachings distinguish between these two female cohorts, resembling the differentiation between freedwomen and freeborn females that characterized the Roman world. 相似文献
