Estimating Projectile Perpendicular Impact Velocity on Metal Sheet Targets from the Shape of the Target Hole

Abstract:  The correlation between bullet hole shapes in metal and projectile impact velocity was examined. A series of shots were fired from an M-16A1 assault rifle of 5.56 mm caliber toward a 1-mm thick metal target. All shots were fired at a perpendicular angle to the metal sheets, and the velocity was measured just before the projectile hit the target. Velocities ranged between 400 and 900 m/sec. From the replica of the shooting hole, a perpendicular plane was created, showing the symmetrical properties of the hole. The best mathematical equation describing the shape of the entrance hole was the exponential function in the form:

This equation describes the general shape of shooting holes created by velocities ranging from 440 to 750 m/sec. From this equation, one can estimate the bullet velocity when it hits the target.     

Prisoners' Wives in Post-Soviet Russia: ‘For my Husband I am Pining!’

The identity of a prisoner's wife is often a shameful societal stigma. Yet Russia's unique history of imprisonment has provided an unusually positive trope for women who have to come to terms with their partners' incarceration: the ‘Decembrist wife’ (dekabristka). This trope originated in the aftermath of the 1825 ‘Decembrist’ uprising—the first anti-monarchist revolt in modern Russian history. A handful of wives of the perpetrators voluntarily joined their husbands in Siberian exile and, in leaving behind families and comforts, created a precedent to be glorified for future generations. Upheld in Russian national mythology as a model of the exemplary wife, the dekabristka identity lives on. This paper examines its enduring power and significance in contemporary Russia.     

Strict Liability and the Paradoxes of Proportionality

This essay explores the case against strict liability offenses as part of the more general debate about proportional punishment. This debate takes on a very different look in light of a formal result derived by the authors elsewhere, that is briefly summarized and whose implications are pursued here. Traditional objections that consequentialists have mounted against the deontologists’/retributivists’ defense of proportionality fall by the wayside, but a new threat to the proportionality requirement replaces it: the ease with which any such requirement can be circumvented.     

Special Issue 2019: European and American Political Parties: Becoming More Similar?

ABSTRACT

For theories to be useful across systems requires a fundamental similarity of the things theorized about. In the 1980s, it was easy to question whether European and American political parties were sufficiently of the same “genus” for a single theory of parties to be relevant in both contexts. This paper asks whether that is still the case, identifying several respects in which European and American parties have become more comparable, but also a dimension on which they have become more different.     

Friction Marks of Stabbing Tools in Tires

When receiving a stabbed tire for examination, forensic toolmark examiners can determine whether a suspect tool was used in a specific crime based on class-characteristics and individual-characteristics marks that have been left by the tool on the tire. This study discusses friction marks and their forensic value during the examination of a punctured tire. The term friction mark refers to the noticeable mark around the penetration area on a tire's surface. Tires designed to create high friction when contacting a road. Due to this design, friction is created between the stabbing tool shank and the sides of the hole. As a result of this friction, the shank of the stabbing tool wears the outer layer of tire around the hole. This leaves a friction mark whose general shape reflects the cross-sectional shape of the stabbing tool’s shank. This phenomenon was observed and named by Locke (7) in his evaluation of tire puncture marks with knives. This article demonstrates the same phenomenon with other types of stabbing tools. Test stabs were produced with different tools representing a variety of cross-sectional shapes of shanks, and the resulting friction marks were photo-documented and discussed. Correlations between the various cross-sectional shapes and their corresponding friction marks are shown. Based on friction mark examination, the examiner: (i) can infer suspect tool shank cross-sectional shape with the evaluation of the friction mark shape and (ii) can deduce the maximum dimensions of the shank. This examination simplifies and accelerates the forensic comparison procedure and the investigation time.     

Medicaid,the States and Health Care Reform

Health care reform in the US is relying extensively on Medicaid for achieving universal health coverage. This article addresses the question of whether Medicaid is an appropriate foundation for reducing the ranks of the uninsured, given its dependence on economic conditions and the vulnerability of state budgets, along with the ever-changing preferences of governors and legislators. This article assesses the effects of the ebb and flow of Medicaid policy-making on at‐risk populations and what this implies for the Affordable Care Act. By establishing a nationwide income floor at 133% of the Federal Poverty Level, the legislation eliminates eligibility inequities across the states. However, it is argued that when state budgets are strained, as they undoubtedly will be when the reform bill is fully implemented, local officials will downsize benefit packages, raise co-payments, mandate more managed care, and reduce provider payments, negatively affecting the availability, scope, and quality of services.     

PROTECTING YOUTH PLACED IN UNLICENSED,UNREGULATED RESIDENTIAL “TREATMENT” FACILITIES

Throughout the country, there is considerable inconsistency in how states regulate residential treatment programs for youth. In states with little oversight, the health and safety of youth are unprotected and they may be subject to substandard treatment, rights violations, and/or abuse. Three initiatives to address this issue are reported: (1) an Internet survey of youth who are former residents, (2) a four‐state pilot study of how states regulate and monitor residential programs, and (3) a bridge‐building conference between residential treatment providers and mental health leaders. Recommendations address the next steps for lawmakers, lawyers, judges, mental health and education professionals, and parents.
