接点治理：理解国家与农民关系的新视角——以鄂西北王村为例

税费改革之前,国家通过接点治理的形式来处理与农民的关系,接点治理是指国家利用乡村组织等体制性中介和乡村社会体制外精英进行治理的方式。接点治理的有效性在于其同时具备了国家政权赋予的合法性和地方社会赋予的认同感。接点治理经历了三种模式,集体时期的吸纳模式、税费时期的授权模式和后税费时期的结合模式。税费改革后,国家试图绕开基层组织以实现与农民直接对接,接点治理转变为直接治理,带来了混混等灰黑势力进入乡村和基层治理内卷化的危机。     

东南亚国家的南海问题研究:现状与走向

从2009年南海问题再次升温以来,在国际学术界南海问题研究中,东南亚学者开始扮演着越来越重要的角色。通过相关的文献分析和解读可以看到,东南亚学者的南海问题研究主要侧重于南海地区制度建设、南海问题国际法解读、东盟在南海问题中的角色以及南海问题新的和平倡议四个方面,而且研究内容开始向南海问题的国内影响因素、危机管理机制的建立等方向发展。深入全面把握东南亚国家南海研究的动向有助于我们知己知彼,吸收借鉴,利用更有针对性的研究加强南海问题公共外交,提高在这方面的国际话语权。
