Post-mortem human reproduction: legal and other regulatory issues

Increasingly women are seeking to establish pregnancies using sperm retrieved from their dead or dying partners. This raises a number of issues of a broad nature, but is also of significance in terms of the relationship between regulatory mechanisms and private choices. This article reviews this relationship with specific reference to the United Kingdom position, but also taking account of case law and regulation in Australia, particularly in the State of Victoria.     

Sovereign nations and global markets: modern British Conservatism and hyperglobalism

In this article we seek to trace through the major stands of British Euroscepticism and concentrate, in particular, on the importance of a powerful 'hyperglobalist' Eurosceptical strand within British Conservatism. We investigate the British Conservatives' recent divisions over European integration, against the background of the party's increasingly marginal status in British party politics. The piece also draws on findings from two recent surveys of the attitudes of British parliamentarians to European integration, carried out by the Members of Parliament Project for the Economic and Social Research Council (ESRC). We explore how Conservative divisions of opinion are related in part to particular understandings of globalisation and regionalisation and attempt to show how globalist ideology has unexpectedly re–emphasised and bolstered the traditional nationalism of the Tory party and caused an increasingly hostile attitude amongst many British Conservatives towards the European project as it is presently constituted. We also examine recent attempts to map British Conservative Euroscepticism on to continental varieties using a mixture of ideological positioning and party system (Taggart 1998), arguing that this ignores the extent to which British Eurosceptics advance unique (in EU member state terms) hyperglobalist (rather than isolationist or protectionist) arguments in objecting to further European integration.     

Physical and chemical evidence remaining after the explosion of large improvised bombs. Part 1: firings of ammonium nitrate/sugar and urea nitrate

Recent criminal acts in the United Kingdom, United States and other countries have demonstrated the dangers to public safety from the criminal use of improvised explosives on a large scale. Four sets of trials were carried out over four years, partly in collaboration with the United States Federal Bureau of Investigation, involving the firing of large bombs, mostly fertilizer based. The principal objectives of the firings were to measure the physical effects of the explosions upon objects representative of those that would be found at a real bomb scene and to recover any chemical traces deposited on these objects. The results are intended for use as an aid in determining the approximate size and type of an explosive employed in a terrorist attack. This paper describes the background behind the trials, the procedures for preparation of witness materials and charges, and the collection and analysis of physical and chemical evidence.     

Optimal Government Budgeting Contingency Reserve Funds

During recent years, more state and local governments have made provisions in their budgets for establishing and maintaining contingency reserve funds. A recent study by the National Conference of State Legislatures(NCSL) found that over half of all states now have such funds. The basic purpose of these contingency reserve funds, also referred to as "rainy day" funds, is to insulate governmental budgets from unexpected fiscal disruptions brought about by such factors as unanticipated revenue shortfalls and expenditure overruns. What have received less attention, however, are the criteria which governments need to use in deciding whether to establish such contingency reserves in the first place, and if so, how large these reserves should optimally be. This article explores these two issues, using the State of California as an illustrative case study
