基于SERVQUAL的专业感知质量实证研究——以公共事业管理专业为例

从学生视角对专业感知质量进行研究可以对人才培养模式改革起到一定的指导作用。本研究以公共事业管理专业为例,依据SERVQUAL量表构建了感知质量度量模型,并以武汉地区三类高校382名本科生的调查数据为依据,对模型进行了实证检验。研究发现公共事业管理专业感知质量由专业愿景、学生参与、师资队伍、课程教学、实践环节、学习资源、管理机制7个维度构成。     

政府组织规模与行政成本的财政思考

合理确定政府组织规模,节约政府行政成本,构建一个成本低廉、运行高效的公共服务型政府是当前深化行政体制和财政体制改革的重要任务。本文从合理政府组织规模的测度入手,对我国目前政府组织规模的现状、政府行政成本及增长情况进行了实证分析,在此基础上提出了科学界定政府职能、深化行政体制改革、提高财政资源使用效率的政策建议。     

Do the “Dragon’s Gifts” Improve China’s National Image? An Empirical Analysis of the Economic Relations and Public Perceptions of China in Africa

Using a multivariate framework and the most recently available data that include numerous African countries, this investigation has produced the first extensive statistical evaluation of China’s image in Africa based on China’s various economic relations with Africa, including aid, trade, FDI and contracts. We find that China’s economic development assistance, contracts, and to some degree, trade with African countries contribute to a positive image of China in Africa. In addition, we find that people in African countries of a smaller population, poorer livelihood, less open economy, and better governance tend to have positive views of China’s political and economic influence. With the implementation of the Belt and Road Initiative, Chinese economic activities in recipient countries have been increasing. The implications of this research shed light on how BRI may be received in the host countries and the likelihood of its success or failure.

Explaining institutional Europeanisation in security and defence: the German administration under Schröder and Merkel

Abstract

Participating in EU crisis management operations has affected institutional actors on various levels. As the main deliverers of civilian and military resources to EU operations, national ministries and agencies have been particularly confronted with the need for administrative adaptation. A big member state like Germany is expected to make substantial contributions, but it also faces a rigid administration. This article uses a combined hypothesis of historical institutionalism and organisational learning to explain administrative Europeanisation in German government institutions involved in civilian and military crisis management deployments. The empirical data on the German administrative trajectories under Schröder and Merkel show an explanatory link between political learning and overcoming institutional path dependency.     

论我国税收法定的缺失及其实现

在现代法治社会中,税收法定作为一项重要的宪法原则和税法基本原则,其本质在于对纳税人权利之保护及对国家征税权力之限制。目前,我国税收法律体系及税收实践中存在的诸多问题,折射出税收法定及其基本精神在我国的缺失。因税收法定之缺失而产生的危害,需遵循税收法定之基本精神与要求,从宪法中明确规定税收法定、确立最高立法机关对税收基本制度的专属立法权、规范与监督税收授权立法等方面予以消解,进而实现税收法定。

“诱致性”效应与制度优化——基于豫北L市实施新型农村合作医疗制度的实例

新型农村合作医疗制度自2003年试点以来,农村参合人数稳步增长,参合率不断提高。豫北L市在推进新农合过程中取得了可喜的成绩,呈现出先抑后扬的发展态势。认真分析其变化的特点、原因不难发现,新农合制度作为一项惠农政策,本身具有诱致性特征,其落实成效与制度环境、制度运行、制度对象的实际情况有着极为密切的关系。在新农合广受欢迎的现阶段,制度自身存在的一些深层次问题还有待进一步解决,应推动该制度不断优化和完善。     

Merging legality with illegality in Paraguay: the cluster of order in Pedro Juan Caballero

Paraguay is often described as a territory of drug trafficking, smuggling and commercial piracy. However, the country remains understudied by academics researching criminality and illegal markets. Pedro Juan Caballero, a city located on the northern border with Brazil, is an interesting case study to illustrate how legality and illegality merge in Paraguay to create hybrid social orders. The daily life in the city, one of the best places in the world for cultivating marijuana, unfolds between the higher homicides rates and some of the lowest levels of common criminality in Paraguay. Far from being a matter of state weakness, the expansion and tolerance of illegal activities is framed within a cluster of order that combines both rational legal practices and neo-­patrimonial norms. The presence and roles of state institutions are re-signified, generating alternative hierarchies, practices and values to supply social, political and economic outcomes. Through in-depth interviews with key informants, ethnography visits and analyses of aggregated data, this paper describes the hybrid order of Pedro Juan Caballero by tallying the incentives that encourage social and institutional tolerance of illegality and describes how illegal practices create access to goods, services, protection and expectations not provided by the legal framework.
