改革开放以来,我国区域经济发展战略经历了非均衡发展战略--协调发展战略--统筹发展战略三个阶段的演变.区域经济发展战略的演变,既体现了作为发展战略必须具有的继承、发展与创新的关系,反映了党和政府对区域经济发展内在规律认识的逐步加深,也从一个特定的角度反映了我国人民对建设中国特色社会主义的探索过程.

国家的生存限度：国家实力的估算和行为预期

国际体系处于无政府状态，所以并不存在共同的权威对国际行为体的行为进行约束。在这种无政府状态下，国家要确保自身的生存——即国家的行为如何能够趋利避害，实现自身利益最大化——就必须正确估计自身和对手的实力，并且基于此计算出自身行为所带来的风险、机遇和利益。这种对国家实力的估算和对行为后果的预期就是国家在国际体系中的生存限度。只有正确认识这种生存限度，国家才能够在国际体系中维护自己的安全利益，并且对体系施加合理的影响。

行政垄断的本质及其救济——由“中国反垄断法第一案”所引发的思考

我国《反垄断法》实施的第一起案件是以国家质检总局为被告的行政垄断案。尽管该案被一审法院拒绝受理，但该案对推进政府依法行政的作用不可忽视。本案中，国家质检总局以监管产品质量为名所进行的一系列干预市场的行为，仅有组织法上的依据而无行为法上的授权，违反了依法行政原则，构成行政垄断行为。而行政垄断的本质是行政违法行为，属于行政法规制的范围，因此，行政相对人或利益相关者可依据行政法的规定进行救济。
