The debate over presidential reelection reappeared in Latin America in the last decade, and promises to continue in the years ahead. Arguments in favor contend that the possibility of immediate reelection increases politicians' responsiveness to citizen demands and allows voters the freedom to retain popular incumbents. Arguments against emphasize the danger of abuse of power by incumbents who seek to prolong their tenure. This article illustrates the parallels between these arguments and those made historically regarding the issue. It also suggests that the means by which provisions to allow reelection are adopted can provide valuable signals of their consequences.  相似文献

Two surveys were carried out to determine the percentage of latent fingerprints detectable by their inherent luminescence under laser illumination. Less than one-fifth of 240 samples each containing four prints on paper gave luminescent prints. The luminescence from these was weak and only detectable under close scrutiny. Similar results were obtained for 120 samples each containing one print on glass. Forty-one of the samples showing no luminescence were sprayed, approximately one month after deposition, with a solution containing the fluorescent tagging agent 7-chloro-4-nitrobenzo-2-oxa-1,3-diazole (NBD chloride). After treatment with NBD chloride, 37 of these samples gave luminescent prints, many of which were intensely luminescent and contained good ridge detail.  相似文献

In 2015, Chile fundamentally reformed the electoral system it had used since 1989. The old system was characterized by high levels of malapportionment, or differences across districts in the ratios of voters to representatives. In the first elections after redemocratization, malapportionment favored the ideological right, but elections since 2000 have yielded no evidence that malapportionment produced ideological bias. The new, postreform electoral system reduces malapportionment in the lower chamber, although it remains pronounced in both chambers. Nevertheless, analysis of results from previous elections, coupled with information about the new districts, suggests that, consistent with recent experience, malapportionment will not produce ideological bias in elections to either chamber.  相似文献

The Productivity Commission (PC) has a mandate to provide independent advice to government that promotes community wellbeing. Whilst it plays a significant role in social and economic reform, the underlying institutional values and norms of the PC that shape its advice have not been examined. This paper examines policy problematisations (Bacchi 2009, 2012) across two PC ‘inquiries’ into childcare (2011, 2015) between Labor and Coalition governments, and the advice provided by the PC. In doing so, this research demonstrates that PC recommendations are imbued with economic values that are highly institutionalised. These values give preference to targeted social welfare and traditional gender norms, despite current evidence suggesting alternative approaches would have better social and long‐term economic outcomes. Our findings raise questions over the conflict between the traditional economic values of the PC and providing social policy advice that reflects best practice, indicating that further investigation into the PC is urgently needed.  相似文献

Canada mirrors developments in most countries with the growth of government agencies created to deliver public goods—whether it is service delivery, adjudication of disputes, regulatory oversight, enforcement activities—purported to benefit from an arms-length relationship to cabinet. There is a robust comparative literature documenting the “agencification” of the state, yet Canadian studies remain mostly absent. This article draws on the Government of Canada's Public Service Employee Survey (PSES) microdata from 2017, 2011, 2005, and 1999 to test key hypotheses advanced by proponents of agencification, specifically that agencies are more innovative, autonomous, and efficient public organizations. We find that those working in enforcement agencies exhibit few of the purported advantages of agencification. We also observe that in recent years regulatory, adjudicative, and parliamentary agencies consistently surpass conventional department organizations on these metrics. Future research avenues are proposed to explore how governance and oversight reforms may explain this shift.  相似文献

In 1988, James Iain Gow surveyed public servants across Canada on how they access and utilize research from various sources and how that is linked to policy innovation. He documented this research in his book Learning from Others (1994). Thirty years later, we replicate selected parts of the original survey conducted by Gow, but also add an experimental dimension that tests how subjects respond to public service innovations from around the world. We randomly alter key features of those innovations to examine if public servants reveal patterns in the way they process these innovations and make judgements about their suitability or promise.  相似文献
