This study uses detailed quantitative analyses of the completehistory of rulings made by the Panels and the Appellate Bodyof the WTO Dispute Settlement Mechanism during its first tenyears of operation, to assess the robustness of theories regardingthe decision-making of these institutions. Regression analysesare used to test for correlation between the success of Complainantsin dispute settlement and a variety of factors, representingthe hypothesized capacity of states to influence Panels andthe Appellate Body through dimensions of political and economicpower, the impact of the relative practical capacities of statesin dispute settlement proceedings, and the formation of coalitionsof states in support of a particular Complainant or Respondent.The results of the regression analyses that few significantcorrelations exist between the independent variables and thedispute outcomes provide evidence that the judicialinstitutions of the Dispute Settlement Mechanism are independentfrom Member State influence. The one reliable correlation foundin these analyses demonstrates that a Complainant state doeshave substantial advantage in Panel proceedings if it has previouslyparticipated in more disputes than the Respondent. 相似文献

Gambling has been around forever. Yet we still know relatively little about the effect of gambling on the fabric of societies.
Previous studies have attempted to explain the relationship between gambling and crime, but most have fallen short because
the relationship is so complex and making the connection has been so difficult. In this paper we will examine the impact of
Indian gaming on crime in the State of New Mexico. First, specific crime rates in New Mexico counties with tribal gaming are
discussed. Second, comparisons of the rates of specific crimes are made between New Mexico counties with tribal gaming and
those without.

This article is based on a qualitative study undertaken in Western Australia, which examined in depth seven cases of family homicide followed by suicide where disputed custody and/or access was identified as being an issue. These offenses typically consist of one or more young children being murdered by their father, the homicide being followed by the perpetrator's suicide. Common factors are identified and suggestions made for screening and proactive management of high‐risk cases. Possible explanations of perpetrators’ motivation are proposed. This article explores the process of setting up some short (one week) and longer (six month) exchanges between two government departments on the Central Coast of NSW, with the express purpose of assisting organisational change through this form of professional development. The article outlines the program's objectives and achievements, as well as the evaluation results and benefits to the two departments taking part. The exchanges all occurred within a context of services for children and families, but the concept of the exchanges and their educational and organisational benefit have much broader application to any instance where a number of government departments are being asked to collaborate or work more closely on issues. On the Central Coast of New South Wales, the Area Health Service and the Department of Community Services have undertaken an organisational cultural exchange experiment through short placements between various sections of the two government departments and also some longer term secondments. The purpose was to increase the understanding and skills of professionals within the two agencies to understand each other's roles better, and to also achieve better client outcomes for the often shared client group of the two departments. The exchanges have all taken place in services that work with children and families and were organised with a child protection focus in mind, although the program is transferable to other contexts. 相似文献

When considering elections in multi-level contexts, scholars have typically assumed—in line with second-order election theory—that
the way voters approach an election depends on their attributions of responsibility, that is, on what they see as being at
stake in that election. This assumption is questionable. The formal position is not always clear, and is further blurred by
parties and the media. Moreover, many voters pay little attention to politics and have little incentive to trace constitutional
responsibilities. In this paper I use data from election studies in two multi-level contexts, Ontario and Scotland, to explore
the nature and impact of voters’ attributions of responsibility. The evidence suggests that, when called upon in surveys to
do so, many voters can confidently and fairly accurately assign issues to different levels of government. Yet they do not
seem to consider these attributions much at elections. There is very little indication that issues weighed heavier in the
decision-making of those who regarded them as the responsibility of that electoral arena. A plausible explanation is that
most voters sidestep the cognitive demands imposed by multi-level elections. 相似文献
