基层法院“立案难”的困惑与对策调查研究——以×市县(区)基层法院为例

为减少执法不文明、执法不规范、司法不公正行为,提升政法机关司法公信力和群众满意度,进而为地方经济社会发展营造良好的法治环境,课题组就群众普遍关心的基层法院"立案难"问题进行深入调研,从而寻求破解"立案难"的有效工作机制和方法。

越南面临经济社会发展对人才需求持续增加、高等教育规模迅速扩张、大学高层次人才短缺的形势,相继采取了国家将人才培育置于首位国策、政府出台多样化组合政策引育人才、地方结合自身需求支持人才引育、重点大学积极做出示范等举措。在实践中出现了政策制订和执行的灵活性有待提高、高校之间政策资源配置均衡性不足、政策工具欠丰富等问题。本文建议通过做好人才政策的系统规划、丰富人才引进形式、改革不合理的人才管理体制等措施优化越南高校人才引育政策。

联合国宪章为安理会采取包括动用武力在内的强制行动打击国际恐怖主义提供了隐含的法律依据,如果国际恐怖主义达到危及国际和平与安全的程度,安理会就可以采取包括动武在内的强制行动介入反恐斗争。事实上,安理会已多次采取强制行动来打击国际恐怖主义。从法理方面分析,安理会可以授权以武力打击国际恐怖主义。打击国际恐怖主义与人权的国际保护并不矛盾;而保护人权,正是反恐的主要目的之一。     

社区志愿者的态度及影响行为的因素分析——以北京市A街道为例

社区志愿者的态度与行为不仅会影响到社区公共服务的提供,也会影响到社区的治理与发展.本文以北京市A街道为案例,首先描述了A街道志愿服务的现状,其次分析了社区志愿者的态度及影响社区志愿者行为的因素.文章发现,目前A街道的志愿者参与志愿活动更多是基于互惠心理,而街道办事处的组织动员等结构性因素是影响社区志愿者行为的重要因素.同时,体制内的组织动员能够强化居民的“认同”和“互惠”心理.最后,文章针对研究发现提出了改进体制内组织动员志愿者的方式和激发社区社会组织的活力等建议.
