Determinants of Firm‐Level Lobbying and Government Responsiveness in Agricultural Biotechnology in China

Understanding what stimulates agribusiness firms to lobby the government and what makes the government responsive to lobbying are the two issues that have been discussed extensively in the debates concerning determinants of biotechnology policy. This paper examines the factors influencing agribusiness firms' lobbying and government response using econometric modeling on a new data set of 160 leading agribusiness firms in the food, feed, chemical, and seed industries in China. The results show that approximately 10% of agribusiness firms lobbied the government about biotechnology policy and regulations and over half of those that lobbied received a verbal or written acknowledgment from government agencies. Seed and feed companies are more likely to engage in lobbying than chemical companies. Owning GM patents not only has a positive impact on firms' lobbying activities, but firms with these patents are more likely to receive a government response to their lobbying efforts. The experience of selling GM products does not significantly influence lobbying activities or response from the government.

中西翻译理论有着明显的差异,归究其原因我们可以从历史、语言、文化、习俗、思维方式等的区别中找到答案,其中,思维方式的差异对于译论的影响尤为重大.思维方式是指人们进行特定的哲学研究所选择和具有的思维类型或思维模式,它是哲学观的来源.探讨哲学观对译论的影响很大程度上可以从中西哲学思维的差异来揭示中西译论相异的根源.由此能够更好地回答如何看待中国传统的翻译理论这一问题.     

Saving Strong Neighborhoods From the Destruction of Mortgage Foreclosures: The Impact of Community-Based Efforts in Detroit,Michigan

Mortgage foreclosures hit Detroit, Michigan hard between 2005 and 2014, especially in what we define as strong neighborhoods; there, more than one third of homes experienced foreclosure. Before the crisis hit, these selected tracts had largely intact physical environments and higher owner occupancy, household income and property value than the citywide median. In some of them residents worked intensely to abate the neighborhood effects of mortgage foreclosures. This study examines those efforts’ effectiveness. We selected neighborhoods with the most extensive efforts, as measured, for instance, by creation of community-based plans and applications for grants, and we conducted interviews and field observations to examine those efforts. To assess strengthening of neighborhood housing markets, we applied a modified adjusted interrupted time-series approach to evaluate changes in prices as one measure of neighborhood change. We found that strong resident initiative supported by community development organizations and external assistance led to increased neighborhood housing prices, compared with comparable neighborhoods. However, when initiative, context, and support were weaker, community-based efforts could not prevent considerable decline.     

基于心理契约理论构建和谐劳动关系评价指标体系

和谐劳动关系是雇佣双方在劳动关系过程中通过有效的机制实现双方权利、义务的平衡,达到协调和平衡的状态,其特征是规范有序、公平合理、互利共赢,因此评价企业劳动关系的和谐程度需要关注雇佣双方利益满足程度.心理契约作为劳动关系的基础和框架,描述了雇佣双方对彼此应履行责任的主观理解,雇佣双方感知到的心理契约履行程度描述了其利益满足程度.本文尝试从雇佣双方心理契约内容及其感知到的心理契约履行程度的理论视角,运用探索性和验证性因子分析构建包含管理者评价和员工评价的和谐劳动关系评价指标体系,并确定管理者和员工评价得分均为4分以上的企业为劳动关系和谐企业.最后对评价指标体系的实践应用进行探讨.     

从“尊重劳动”到“实现体面劳动”——论党的“尊重劳动”方针及其发展

"尊重劳动"不仅是马克思主义唯物史观的基本观点,也是中华民族优秀传统和党的优良作风的重要内容。从党的十六大将"尊重劳动"确立为党和国家重大方针到党的十八大,"尊重劳动"的方针不断得到丰富和发展。     

当前我国政府公共信息服务传输体制创新研究

从体制变迁来看,当代我国政府公共信患服务的传输体制经历了从单通道公共信息传输体制到混合型公共信息传输体制的转变.从具体制度来看,政府公共信息服务的传输体制主要包括公示制度、政府新闻发言人制度、政府统计资料公布制度.当前,我国政府公共信息服务的传输体制尚存在许多问题.为此,有必要对其进行创新.     

德国刑事政策的任务、原则及司法实践

德国是刑事政策理论的发祥地 ,也是刑事政策思想学说最为深刻、系统的国家。它将刑事政策的任务定位于 :基于不同时期的社会状况和犯罪态势指导包括刑法、刑事诉讼法和刑罚执行法律在内的刑事法律的制定、执行及变革 ,指出与犯罪作斗争的有效途径和方法。人道、法治和公正三大原则贯穿于刑事政策的始终 ,使得现代德国刑事政策的进程表现出整体上犯罪网趋宽、刑罚网疏缓 ,而对特定犯罪轻中有重、重势增强的特征     

司法实践中能否认定自首的几种情形

在新修订的刑法修正案（八）中对自首条文新增加一款规定,将如实供述（习惯上称之为＂坦白＂,笔者在下文中也暂且将刑法修正案（八）新增的67条3款简称为＂坦白＂）可以从轻处罚的酌定量刑情节上升为法定从轻情节,足见我国刑事立法对自首或者如实供述的犯罪嫌疑人所秉持的是宽缓的态度。然而对于该条款的准确适用,则是检察机关特别是基层检察机关在办案过程中亟需解决的问题,本文从司法实践的角度对几种能否认定自首的情形进行逐一的分析和探讨,以期对当前和今后的司法实践起到一定的促进作用。
