In this article we introduce a policy analytic technique that we call “policy monitoring.” Using data from the Environmental Protection Agency's Hazardous Waste Division, we demonstrate how the technique can be employed in actual practice. The case study demonstrates that EPA enforcements were responsive to stimuli emanating from outside the agency. In particular, relevant congressional committees were able to influence and effect change in the EPA's policy. In addition to demonstrating how policy monitoring can be employed, we also discuss how it can be used in other policy analytic situations.  相似文献

The European Court of Justice is often seen as the motor ofEuropean legal integration because it "constitutionalized "the treaties establishing the European Communities (EC) throughits jurisprudence. In reality though, the Court's role has ratherbeen that of a promotor or provocateur because the member statesand the national courts have been, by and large, cooperativepartners in this process, and many of the political consequencesof the Court's rulings have been hidden in its legal language.The Court will likely be careful in the future about continuingits judicial activism with the same vigor. Since the Treatyon European Union, many politically divisive issues are potentiallyopen to the Court's interpretation. Among the many controversial actions of President Fujimori the autogolpe of April 1992 is one of the most widely known, appearing for a time to provide other beleaguered South American presidents with an alternative model as to a possible course of action. By means of textual analysis and interviews with the editors of newspapers and news magazines this paper examines the military and economic pressures exerted on the Peruvian printed media during Alberto Fujimori's first term in office, and relates them to the historical situation of the press in the country.  相似文献

To improve overall market sustainability, governments and their donors are ramping up efforts to strengthen stewardship in developing country health markets. Key stewardship functions include generating intelligence that enable policymakers, ministerial leaders, and program managers to develop evidence‐based policies and strategies to improve the resource management, supply, and use of health products and services. The total market approach (TMA), an analytic and policy framework, generates market intelligence and improves evidence‐based decision‐making, and also strengthens other stewardship functions, such as building and sustaining partnerships, strengthening tools for implementation, aligning government policy with market interventions, and ensuring accountability/transparency. TMA evolved in response to the phase out of donor support for reproductive health (RH) and family planning (FP) programs and the need to improve coordination among public, private, nongovernmental organizations, and civil society to achieve greater equity, health impact, and market sustainability. To assess TMA's role in strengthening the stewardship of RH/FP markets, this article reviews three countries that applied TMA principles: Mali, Uganda, and Kenya. It identifies how TMA processes influenced stewardship functions and assesses to what degree these processes have contributed to concrete actions to improve market efficiency and sustainability.  相似文献
