收养法的不足与完善

尽管我国《收养法》依据社会发展的实际情形作了相应修改,但现行《收养法》在被收养人、收养人等方面仍欠缺人文关怀,尤其是汶川大地震后所面对的孤儿收养,更是凸显出《收养法》的不足。基于此,笔者主张应将被收养人的范围扩大到成年人,同为兄弟姐妹关系的被收养人原则上由同一收养人收养;应建立确定收养人是否具备相应收养资格的一个监理机构,赋予与被收养人之间有三代以内同辈旁系血亲的收养人享有优先收养权,尽量不允许独身收养与同性婚姻家庭进行收养;立法应确定给予收养当事人留出适当的收养磨合期即试养期。

CHINA＇s No. 1 and No. 2 leaders both visited ASEAN countries in October. From October 2 to 5, 2013 President Xi Jinping visited Indonesia and Malaysia, and then attended the 21st economic leaders＇ meeting at the APEC forum in Bali. Hot on his heels, on October 9, Premier Li Keqiang arrived in Brunei, where he attended the 16th ASEAN-China （10＋1） Summit, the 16th ASEAN Plus Three （10＋3） Summit, and the 8th East Asia Summit. From there Li then headed to Thailand and Vietnam.

2010年我国的粮食产量达到54 641万吨,增产2.9%。[1]尽管如此,我国的粮食安全问题仍然是十分重要的大问题,全球的粮食安全问题仍然很严重,粮价维稳已成为各国的头等大事,2010年全球玉米价格暴涨了52%,小麦上涨了49%,黄豆上涨了28%。[2]有些问题是自然灾害造成的,有些问题是人为造成的,这使全球经济陷入一种十分不稳定的状态。当今全球社会十分害怕粮食价格上涨,有些人把这些问题摆在与金融危机同一个位置上。     

Iian Longxin＇s Musical Journey

Tian Longxin is known today as the ＂living soul of Tu-jia music＂ and ＂leader of aboriginal Tujia tblk music in China.＂ Born in Hunan Province, Tian is fluent in the Tujia language and an expert in Tujia folk music. Having devoted himself to preserving traditional Chinese culture, Tian has amassed a library, of more than 3.8 million char-acters on Tujia folk music and operas. He has also composed tunes and performed many times for international audiences. In 2008, he was recognized as an ＂inheritor of national intangible cultural heritage.＂     

发达地区村级集体经济研究——以中山市南朗镇为例

“三农”问题的本质是农村发展、农民增收问题,在经济发达的珠三角地区,引导村庄集体经济走上可持续发展之路就是解决这一问题的关键。该文通过对中山市南朗镇村级集体经济发展现状和特点的剖析,认为村集体经济存在依附性过高、增长乏力、经济能人“断代”以及发展不平衡等突出问题。为此该文提出在城乡统筹新型城市化的背景下,村级集体经济健康发展要因地制宜,鼓励农村集体经济差异化发展的同时,要加强制度保障和政策支持,提升农村基层干部队伍的素质等对策建议。

我国外汇政策稳定物价的效果分析

长期以来,我国执行"半开半闭"的外汇政策。这意味着,汇率等外汇政策对国内物价的作用机理和作用效果在我国的表现将明显区别于任何开放经济体。研究发现,在影响国内物价的稳定性方面,汇率政策和外汇储备政策存在相互干扰;在影响国内物价稳定性方面,外汇储备政策的影响程度远高于汇率政策,且影响时间长于汇率政策;我国外汇储备的增加在较大程度上冲抵了人民币升值对国内物价的作用效果;过高的外汇储备甚至会扭转人民币升值对国内物价的作用方向。研究结果表明,人民币升值无助于降低国内物价,因而应通过改变长期以来单纯追求外汇储备增长的政策,有效降低现有的外汇储备政策对国内物价稳定性带来的负面冲击。

对社区矫正适用对象的确定应当与社区矫正的性质以及我国现行的刑罚制度相一致。剥夺政治权利的对象不具有社区矫正行刑社会化的条件,不宜适用社区矫正;应实行轻罪化的部分劳动教养人员适用社区矫正。
