A rapid and sensitive method for the identification of delta-9-tetrahydrocannabinol in oral fluid by liquid chromatography-tandem mass spectrometry

This paper proposes a new approach for automatic classification of counterfeit Viagra(?) and Cialis(?) tablets using image processing and statistical analysis. A high resolution VSC 5000 is used for image acquisition in a controlled environment, and the combination of a thresholding technique with morphological operators is used to segment the tablet from the background. A statistical model based on the RGB color components of original samples is built, and the detection of counterfeit tablets was performed by checking the adherence of a test sample to the obtained distribution using the Bhattacharyya distance. Our experimental results indicated that counterfeit tablets can be effective detected using the proposed approach.

民事检察建议实证研究——基于GY市各区县检察实践(2011-2014年)的分析

对2011年至2014年GY市各区县检察院践行民事检察建议的实证研究,反映出该制度的施行状况不容乐观:制发数量少且不均衡、检察建议权的行使不规范、人为提高回复率的情况较为普遍、法院的态度不一.具体原因在于法律规定过于原则、救济机制不明确、文书制作不规范、实践部门重视程度不够.对此,可从两方面予以完善:首先,健全相关法律,明确规定民事检察建议的适用原则、适用范围、适用条件、程序强制力、适用程序以及救济渠道;其次,强化工作机制,规范民事检察建议的制发和审批程序,构建跟踪回访制度,建立科学的评价体系,重视民行检察业务,优化人员配置.     

论知识产权与信息自由权的冲突与协调

关于完善国家食品安全风险评估机制的探讨

食品安全风险评估是科学、系统性地防范食品安全危害、保障食品安全的重要措施。我国《农产品质量安全法》和《食品安全法》分别将食品安全风险评估作为食品安全监管中的一项重要的基础性制度加以确立。目前我国虽然初步建立了食品安全风险评估制度,但无论在机制的完善度方面,还是在风险评估发挥的作用方面仍需进一步改善,以便应对面临的食品安全问题。本文介绍了当前我国食品安全风险评估的实施进展,阐述了存在的问题和不足,结合机构改革现状提出了进一步完善风险评估机制的建议。     

The Impact of Mobile Phone Technology on Agricultural Extension Services Delivery: Evidence from India

This study examines the impact of mobile phone enhanced intervention in agricultural extension service delivery in India. Findings show that the amount, quality and speed of service delivery have improved significantly because of the intervention. There are also benefits in terms of greater knowledge and awareness of new agricultural practices, farmers’ aspiration to try new technology in the future and access to credit. The system does not discriminate against farmers from disadvantaged and low education backgrounds. Thus, a system of well-used technology, which is assisted by trained village youths, can serve as a tool for inclusive development.     

2014: A Turning Point in the Global Order
