马克思主义青年观中国化的历史进程及经验启示

马克思主义青年观是揭示青年的本质及其成长发展规律的科学理论.马克思主义青年观中国化的过程既是中国共产党人运用马克思主义青年理论指引青年群体在中国革命、建设和改革的具体实践中发挥应有作用、不断健康成长并顺利成才的过程;同时也是中国化马克思主义青年观在这一实践中发端形成、逐步展开和开拓创新的过程.这一过程既是曲折的也是无止境的,它给我们进一步做好青年工作提供了深刻的经验启示.     

当前公租房治安管理模式存在的问题及对策——以重庆“民心佳园”公租房小区为视角

随着公租房建设的全面铺开,如何管理好公租房小区是当前面临的社会难题。公租房小区的管理主体、管理对象、管理手段方面都呈现出新的特点。要理顺管理体制,明确责任,健全基层组织;建立完备的公租房规章制度,完善技防措施,提高物管水平;延伸公安信息采集的触角,开展多元化服务;协调整合社会各界力量,建立多层次、全方位的社区安全资源网络。     

Hard Rules and Soft Constraints: regulating conflict of interest in China

The initial paragraphs of this article outline the broad themes of this special section, drawing attention to changing perceptions and definitions of corruption and to corruption prevention practices in Greater China. The remainder of the article focuses on a particular theme: the relationship between conflicts of interest and corruption in both theoretical terms and in its application in mainland China. Conflicts of interest are conceptualized as the incompatibility between the public interest associated with official duties and interests derived from the private domain. Such conflicts do not always necessarily lead to corruption and may be distinguished from it. By examining the way in which they are regulated in China, we argue that although an intricate web of rules has been established, regulations alone cannot guarantee ethically sound behaviour if there is no supportive value framework of like-minded civil servants. Rules require interpretation and if this discretion means that civil servants choose to follow an administrative culture and personal values that conflict with the regulations, they will have little effect. Hard rules may mean soft constraints.     

证据制度的调整对我国侦查制度的影响——以新《刑事诉讼法》为视阈

新《刑事诉讼法》对证据制度进行了较大幅度的修改。证据裁判理念正深入人心．侦查人员应强化证据意识、更新侦查理念。非法证据排除规则已经确立,取证行为规范化将成为关注的焦点。证据的概念、种类和范围的调整,行政证据的合法化,以及立法对过去侦查实践的肯定,使得侦查办案模式惯性发展不可避免：明文规定侦查人员有出庭作证的义务,对侦查人员的素质提出了新挑战;不自证其罪和如实供述的矛盾并存,侦查机关需要尊重和顺应法律价值变化的潮流。切实保障人权。     

Tourism as a Catalytic Force for Low-Politics Activities between Politically Divided Countries: The Cases of South/North Korea and Taiwan/China

Tourism has played a significant role in influencing international relations, political policies and world peace. This study analyzes the relationship of politics and tourism between two pairs of politically divided nations: South/North Korea and Taiwan/China. It compares the impact of tourism on the cross-straits relations between Taiwan and China as well as inter-Korea relations. By applying the Tourism Evolution Model of Butler and Mao, this study finds that the Mt. Kumgang tourism development is a barometer not only measuring the willingness of the two Koreas to engage each other in low-politics activities but also the current status of South-North relations. This article analyzes tourism as a low-politics activity influencing initial reconciliation between governments, and discusses the Mt. Kumgang tourism development as a symbolic joint venture for inter-Korean economic relations. It also compares and contrasts tourism as low-politics activity between China and Taiwan.     

How does intergovernmental fiscal environment affect general fund balances of major American cities?

This study explores the extent to which intergovernmental fiscal factors affect fiscal reserves in municipal general funds. Statistical results from panel data of 87 major cities in the US for the period from 1995 to 2010 show that cities facing more restrictive limitations on local property taxation tend to maintain higher levels of unreserved general fund balances. Additional analyses also show that fiscally constrained cities accumulate surpluses in their general funds. This is consistent with the proactive approach in which municipal governments make fiscal decisions with the awareness of expected state constraints on their revenue-raising capacity. We call for consideration of relevant intergovernmental constraints in the determination of appropriate level of fund balances for municipal governments.     

大熊猫源枝孢样枝孢霉的生物学特性

将大熊猫源枝孢样枝孢霉在不同培养基以及不同温度、不同pH、不同碳源和不同氮源的培养基中培养,以十字交叉法研究了各因子对其生长的影响。结果表明,该菌的最适培养基是马铃薯葡萄糖琼脂培养基和沙氏琼脂培养基,较差的是改良大米琼脂培养基和玉米琼脂培养基,最差的为子囊孢子培养基和察氏琼脂培养基。该菌最适生长温度是25℃,较差的是15℃和20℃,30℃和35℃中几乎不能生长。最适pH为pH5和pH6,pH4和pH8～pH11中生长稍差,最差的是pH7。不同碳源对该菌生长无显著差异。最适合该菌生长的氮源为硝酸钠,其次是草酸,生长较差的是硫酸铵,在尿素中不能生长。结果明确了枝孢样枝孢霉生长的最适宜环境,可为该菌引起的暗色丝孢霉病的诊断及防治提供参考。
