Both William Dean Howells and Edward Bellamy imagine brotherhood as the basis for new social orders in response to the trauma of the Civil War. Responding to the way in which the Civil War had pitted “brother against brother” in a “house divided,” Howells and Bellamy differently seek to reconstitute the American national family through revisioning brotherhood as universal, just, and equitable. William Dean Howells’s 1890 A Hazard of New Fortunes illustrates the difficulties of aligning men in brotherhood following the Civil War and amidst the economic upheaval of the last decades of the 19th century. Bellamy’s 1888 Looking Backward and Howells’s Altrurian romances (A Traveller from Altruria [1894], “Letters of an Altrurian Traveller, I‐V” [1893‐94] and Through the Eye of the Needle [1907]) demonstrate brotherhood’s importance to new visions of community. Brotherhood’s promise for remaking the nation gives rise to the Nationalist movement, which emerged to make real Bellamy’s vision of the future. Brotherhood is a powerful organizing principle for utopian endeavor in post‐Civil War America, despite the limitations coincident with brotherhood, such as the difficulty of imagining brotherhood across race and gender lines. 相似文献

A number of prior studies have found evidence for the expectancy‐disconfirmation theory of citizen satisfaction with public services, which holds that citizens judge public services not only on experienced service quality but also on an implicit comparison of service quality with prior expectations. But the evidence to date has been based on surveys (observational studies) and on subjective measures of expectations and performance, which are likely endogenous. Thus, the present study aimed to test the expectancy‐disconfirmation theory of citizen satisfaction with public services using an experimental method. Participants in an Internet panel (N = 964) were randomly assigned to receive either low‐ or high‐expectations statements from a hypothetical government official and to view either low‐ or high‐performance street cleanliness photographs, in an online survey experiment. The findings are in line with previous research and generally confirm the core relationships in the theory, although the effect of expectations varied by age and political ideology. Because this study is a true randomized experiment, it provides better evidence than previous studies regarding the true causal nature of these relationships. 相似文献

Spain experienced an outbreak of public sector corruption—much of it related to the involvement of regional and local administrators and politicians in the country's urban development boom—that angered the public and sparked calls for government reform. Using data from a 2009 survey that followed these events, the authors examine the association between perceived corruption and the attitudes and behaviors of citizens, including satisfaction with government and democracy, social and institutional trust, and rule‐breaking behaviors. The findings suggest that perceptions of administrative as well as political corruption are associated with less satisfaction, lower levels of social and institutional trust, and a greater willingness to break rules. Although these survey results cannot prove causation, they are consistent with the notion that administrative and political corruption damages the legitimacy of government in the eyes of citizens and weakens the social fabric of democratic society. 相似文献

The expectancy disconfirmation model has dominated private‐sector research on customer satisfaction for several decades, yet it has not been applied to citizen satisfaction with urban services. The model views satisfaction judgments as determined—not just by product or service performance—but by a process in which consumers compare performance with their prior expectations. Using data from a New York City citizen survey, this study finds that citizen expectations, and especially the disconfirmation of expectations—factors that previously have not been considered in empirical studies of the determinants of citizen satisfaction—play a fundamental role in the formation of satisfaction judgments regarding the quality of urban services. Interestingly, the modeling results suggest that urban managers should seek to promote not only high‐quality services, but also high expectations among citizens. This paper is a limited attempt to synthesize the older and newer trends in radical criminology — to integrate the issues of criminalization, decriminalization, and victimization. The object of our endeavor is homelessness and how society responds to it. In the paper, we first examine the dialectics of criminalization, homelessness, and economic crisis in relation to some of the general trends in the developing political economy of welfare capitalism. Second, we argue that criminologists should support and focus on effort to criminalize the condition of homelessness and, at the same time, to decriminalize most of the acts of survival of the homeless. In pursuing this end, we urge criminologists to respond by doing things with rather than for or to the homeless. Ultimately, we hope this paper contributes to the ideological and practical struggle for achieving stable institutional methods for satisfying basic human needs. 相似文献

Why do voters reward or punish the incumbent government? A number of studies show that economic performance often drives support, though the strength of this relationship is often conditional. This article suggests that economic voting may also be conditioned by the breaking and keeping of campaign promises. A number of presidents throughout Latin America have campaigned explicitly against neoliberal economic policies, only to pursue them aggressively once in office. This study argues that presidents who abandon their promises assert the executive's responsibility for the economy and raise the salience of economic issues in the next election. Consequently, voters respond rationally to these policy switches, rewarding them when they succeed and punishing them when they fail. Using data from 78 presidential elections across 18 countries, this study finds substantial evidence that broken promises exacerbate the consequences of poor economic performance and magnify the benefits of good economic performance. 相似文献

Scholars and practitioners have long questioned whether the race, ethnicity, and gender of public bureaucrats matter to the efficacy and legitimacy of public services. Representative bureaucracy theory and research provide a growing body of empirical evidence that it does. This article examines some of the rich scholarly work that has been generated on representative bureaucracy and its implications for practice. A significant aspect of recent research focuses on the notion of symbolic representation, whereby the mere existence of a passively represented bureaucracy can itself improve outcomes by influencing the attitudes and behaviors of clients, regardless of bureaucratic actions or results. This article is intended to help both students and public managers understand the importance of representativeness in public organizations for a broad spectrum of practices and goals, from the coproduction of services to democratic rule. 相似文献
