Emerging powers like China, India and Brazil are receiving growing attention as objects in International Relations (IR) discourse. Scholars from these emerging powers are rarely present as subjects in mainstream IR discourse, however. This paper interrogates the conditions for scholars in emerging powers to speak back to the mainstream discipline. It argues, first, that ‘theory speak’ is rare from scholars based in periphery countries perceived to be ‘emerging powers’. Despite increasing efforts to create a ‘home-grown’ theoretical discourse in China, India and Brazil, few articles in mainstream journals present novel theoretical frameworks or arguments framed as non-Western/Southern theory or even as a ‘Chinese school’ or ‘Brazilian concepts’. Second, scholars from emerging powers tend to speak as ‘native informants’ about their own country, not about general aspects of ‘the international’. In the summer of 1967 Harold Wilson's Government announced the withdrawal of British forces from East of Suez. This article examines how Australian politicians and commentators responded to their changing geo-strategic environment and how Britain's withdrawal was seen as a crucial moment in the development of Australian nationhood. It shows that the dismantling of the links with Britain did not allow a dormant Australian national idea to (re)surface. While Australians emphasised the need to think harder about forging a distinctive Australian civic identity as the ties with Britain were finally dismantled, very few could define precisely what that might mean, except that it should somehow be "independent" and "new". The question, at a time when it was apparent that the British connection could have no practical meaning, remained whether being Australians meant something radically different from being Australian Britons. The strong emotional ties with Britain were not easily cut, even at a time when it had become fashionable to argue for a cool and practical relationship between the two countries. Thus, Prime Minister Harold Holt could maintain that, despite all the changes, Australia remained "in essence" British. 相似文献

Globalization and localization are usually considered to be two very opposite theoretical frames for studying today's political economy. Rather than accepting this theoretical dualism, this article argues that the combination of the two worlds is dependent on strategies. By analysing the action of a business unit of a multinational corporation, it is shown how it is possible for local actors to combine their strategies into a coherent whole by which a locality takes advantage of its channels to the corporate markets of the multinational corporation. This case-study then questions our usual theortical observations concerning internationalization and sketches out an alternative way of thinking, combining globalization and localization. 相似文献
