Modeling government behavior in collective bargaining: A test for self-interested bureaucrats

This paper tests for self-interested behavior by local-government bureaucrats engaged in collective bargaining with public employee unions. A theoretical model is developed that shows the effect of Niskanen-style bureaucratic self-interest in the two standard bargaining models: the demand-constrained model and the efficient-bargain model. These predictions are then tested using national cross-section data on unionized police, fire, and sanitation workers.We wish to thank the Institute for Government and Public Affairs at the University of Illinois for its support of this research. Public–private transformations. Institutional shifts, cultural changes and altering identities: two case studies

The central question of this article is which changes in cultural orientation arise during institutional transformation within public–private hybrid organizations. The article presents a theoretical review, using the Dutch interaction model, in which various models of institutional transformation and cultural change are brought up. We present two case studies which are part of an inter–university study of hybridization and processes of privatization.     

The effects of fiscal contraction on innovation in the public sector

Beginning in the mid-1970s, fiscal limitation laws, shrinking revenue bases in older cities, and reductions in state and federal grants all have reduced the resources available to carry out the functions of local government. What do these changes portend for the amount of innovation in local government, the types of innovations that are introduced, and the processes of introduction? This paper examines these questions by reviewing the literature on factors related to innovation in public service agencies and reorienting its implications in the new fiscal environment. We conclude that on the whole the innovative process in the public sector has fallen on hard times. Yet, we identify those factors that a creative, innovative administrator can use to advantage in a period of fiscal constraints to bring about innovation. We also identify types of innovations that are likely to succeed.     

Patterns of physical and sexual abuse for men and women in dating relationships: A descriptive analysis

A random sample of students at a large Midwestern University was selected in order to examine whether and how physical and sexual abuse were related to each other for men and women, whether abuse in one relationship was independent of abuse in other relationships, and how victims responded to abusive incidents. The results revealed several important patterns. When comparing the frequency of physical and sexual abuse for men and women, it was found that sexual abuse was more common than physical abuse, but only for women. Additionally, women experienced more sexual abuse than men. While men and women did not experience physical abuse in other relationships at more than chance levels, women who sustained sexual abuse in one relationship were more likely to sustain sexual abuse in other relationships. Furthermore, while sustaining physical and sexual abuse were not associated with one another for men, there was a weak association for women. Finally, victims of abuse were more likely to tell their friends they had been abused than report it to criminal justice authorities.Paper presented at the 1987 American Society of Criminology Meetings.     

Ruling on Prisoners' Grievances

In this article, the author describes his experience as an active participant on a central review board designed to hear appeals by prisoners front adverse decisions made by local prison grievance and disciplinary boards. The invitation to serve as "citizen member" on this appellate board came to the author as a result of his earlier work on inmate grievance procedures, reported in a previous Journal article. The present article gives a close-up account of the types of inmates and inmate problems encountered while serving on such a board and of the difficult role conflicts that the board members face in trying to make decisions that are both fair and realistic. The article also gives a first-hand impression of the flavor of prison life.     

The Evolution of a Fiscal Constitution When Individuals are Theoretically Uncertain

In contrast to the contractarian approach to constitutional economics, we follow Voigt (1999) in assuming that constitutional rules are closely connected to informal institutions and that their evolution is a matter of interest group activity and implicit re-interpretation. We add to this the assumption of theoretical uncertainty of individuals regarding the working properties of constitutional rules. Collective learning processes are considered as the third driving force of constitutional evolution, and at the same time as the source of path-dependencies which allow suboptimal constitutions to persist. Finally, it is argued that direct legislation offers more protection than a written fiscal constitution.
