Anthropometric technique commonly used by anthropologists and adopted by medical scientists has been employed to estimate body size for over a hundred years. With the increasing frequency of mass disasters, the identification of an isolated lower extremity and the stature of the person it belonged to has created problems for the investigation of the identity of some of the victims. In spite of a need for such a study, there is a lack of systematic studies to identify fragmented and dismembered human remains. The purpose of the paper is to analyze anthropometric relationships between dimensions of the lower extremity and body height. Analysis is based on a sample of middle class male (N=203) and female (N=108) adult Turks residing in Istanbul. The participants are mostly students and staff members of a medical school, and military personnel. Measurements taken are stature, trochanteric height, thigh length, lower leg length, leg length, and foot height, breadth, and length. Of the five variables entered into the regression analysis, all but foot breadth participate in the analysis with leg length as the first and followed by thigh and foot lengths, and finally foot height in males (R(2)). There were also individually calculated formulae for some of these measurements which provided smaller R(2)-values. Student's t-test to assess if there was any intraobserver error in measurements take by individual anthropometrist did not show such any statistically significant difference. In conclusion, the study suggested that estimation of a living height can be made possible using various dimensions of the lower extremity. One must consider differences between populations in order to apply functions as such to others.  相似文献

The focus of this study is political participation of youth in local politics in Turkey. Since local politics includes elements from both macro politics and mundane affairs, it proves to be a fertile ground to analyse how youth experience politics. Youth participation in local politics became an important issue in Turkey with the Agenda 21. The Agenda 21 that was launched with the UN Rio Summit was transferred to Turkey in the form of Local Agenda 21 leading to the establishment of city councils and youth assemblies under the umbrella of the councils. We treat city councils and youth assemblies as ‘a lost opportunity’ for now, and we ask why the youth cannot be integrated into local politics, despite the fact that they are willing to participate. Based on the interviews conducted with the members of assemblies, we try to understand the factors that lead to young people’s engagement in political life.  相似文献

When Hüseyin Hilmi Pasha (1855–1918) was appointed as the Inspector General for the Rumelian Provinces (Vilâyât-? Selâse Umûm Müfetti?i) in November 1902, his eligibility for such a position was questioned by some of his contemporaries. This article aims to reconstruct and understand the path that led this statesman, from the very beginning of his career, towards the inspectorate during the time of Sultan Abdulhamid II (r. 1876–1909). Hüseyin Hilmi Pasha began his bureaucratic life in Midilli (Lesbos Island) in 1874, and he was very fortunate to encounter Nam?k Kemal and become his protégé. Apart from his early career, he mainly served in the southern Anatolian and Syrian regions of the empire, and later in Yemen. However, these regions were afflicted with similar problems, a fact that helped Hüseyin Hilmi Pasha evolve into a ‘crisis management expert’. The experiences he gained at each post opened the door for the next one, thus transforming him into a prominent statesman of the Hamidian administration and ultimately enabling him to reach the inspectorate of Rumelia.  相似文献

For a long time, governments have delegated their regulatory powers to independent regulatory agencies (IRAs). The aim is to reduce transaction costs and to ensure a credible commitment in the regulatory institutional structure. This paper discusses transition to IRAs in Turkey in terms of independence and accountability. To this aim, we firstly analyze the institutional foundations of transition to IRAs in Turkey from a political economy perspective and then measure their formal independence levels. We find that the pragmatic policies of the incumbent government regarding IRAs negatively influence their independence. This injures the credibility of regulatory commitment and increases the political transaction costs of regulatory process in Turkey.  相似文献

Il est certain que ces relations exercent une influence significative sur l'efficacité de la gestion ministérielle. Le ministère des Affaires sociales a étéà l'origine, au cours des dernières années, de plusieurs changements profonds dans certains secteurs de la politique sociale. Il a étéà même de constater è quel point ces relations peuvent conditionner l'efficacité des ministères. L'objet du présent article est précisément de dégager un certain nombre de considérations sur les relations qui s'établissent entre, d'une part, les ministères à vocation de services et les organismes centraux tels la Commission de la fonction publique et le Conseil du trésor, et d'autre part, entre ces mêmes ministères et des ministères qui exercent un rôle de soutien tels les ministères des Trauvaux publics et de l'Approvisionnement, de la Fonction publique, des Communications, et de la Justice. Abstract. The relations that administrators of government departments are required to establish with the central government agencies constitute an important component of day-to-day administrative activities in the public sector. These relations are bound to have an effect on the efficiency of government administration. In recent years the Social Affairs Department has been instrumental in bringing about some far-reaching changes in certain areas of social policy. It has had occasion to determine to what extent these relations affect the efficiency of government departments. The following article offers a number of observations on the relations, on the one hand, between government departments providing direct services to the public and central government agencies, such as the Civil Service Commission and the Treasury Board, and, on the other, between those departments and government departments of a supportive nature, i.e. the Public Works and Supplies Department, the Civil Service Department, the Communications Department and the Justice Department.  相似文献

The goal of a medico-legal autopsy is primarily to determine the cause and manner of death. To this end, the pathologist often uses auxiliary analyses, including histology. However, the utility of routine histology in all medico-legal autopsies is unknown. Earlier studies on the utility of routine histology have shown inconsistent effects, with some studies recommending it and others rejecting it. To study the degree to which histology informs on the underlying cause of death, we sent autopsy reports from suspension-, immersion-, fire-, and traffic-related deaths to senior board-certified forensic pathologists and had them assess the cause of death, first without knowledge of the histological findings and then with knowledge thereof. Fifty cases were identified in each of four subgroups: fire-, immersion-, suspension-, and traffic-related deaths. The autopsy reports were anonymized, and the histological findings and conclusions were removed. Two board-certified forensic pathologists independently reviewed the reports in each subgroup and assessed the manner and underlying cause of death (including their certainty of this assessment on a five-level scale) with and without access to histological findings. The probability of changing the underlying cause of death posthistology was low in all study groups. There was a slight increase in the degree of certainty posthistology in cases where the underlying cause of death was not changed, but only when the antehistology certainty was low. Our results suggest that histology does not meaningfully inform on the underlying cause of death in suspension-, immersion-, fire-, and traffic-related deaths except when antehistology certainty is low.  相似文献
