新型城镇化视野下兵团生态文明建设研究

生态文明建设,是我国持续发展最为重要的基础,是关系人民福祉、关乎民族未来的长远大计。屯垦戍边60余载,兵团人把无边荒原变成了绿洲,其伟业撼天动地。但对于兵团来说,绿色发展层次不高,经济粗放型特征依然比较突出,资源保障水平不高与资源利用率较低的矛盾突出,单位生产总值耗能高于全国平均水平,保护生态环境、破解资源环境硬约束任务艰巨。鉴于此,强化生态卫士职责,践行绿色发展理念,从生产和生活两头入手、治理和保护两手齐抓、约束和激励两端发力,牢牢守住生态环境建设底线是兵团推进生态文明建设的关键所在。

当前我国经济发展总体上呈现出科技创新引领作用凸显、新旧动能加速转换的显著特征。提升科技创新能力,培育和形成更多的发展新动能是新时代我国经济实现高质量发展的根本支撑。围绕新动能视角下科技创新所呈现出的重要特征,尝试构建科技创新能力评价指标体系,并运用因子分析法和聚类分析法,对我国31个省区市科技创新能力进行实证评估。研究发现,目前我国省域科技创新能力发展水平呈现明显的区域特征,科技创新实力、潜力、影响力和活跃度存在较强的不平衡性。需要进一步加大创新供给,探索产学研用合作新模式,优化产业发展布局,强化企业创新主体地位,加强落后地区政策支持力度,从根本上促进我国科技创新协调发展。
