Security Implications of Japan's Information Gathering Satellite (IGS) System

Countries which previously limited their space activity to civilian purposes have increasingly come to employ dual-use technology as a first step into the world of military space. Japan's Information Gathering Satellite (IGS) system, intended to support disaster relief situations, and provide information for diplomatic and defense policy decision-making, is exemplary of this trend. Not coincidentally, the program was approved shortly after the 31 August 1998 North Korean launch of a Taepo Dong missile that sailed over Japan. While the program had been unsuccessfully proposed previously, Japanese politicians, surprised by the launch, became amenable to the point of perhaps rushing their decision. This article suggests that what capabilities these satellites render appear to Japanese policy makers to be a secondary concern to the initiation of an autonomous intelligence capability.     

Off-label drug promotion and the ephemeral line between marketing and education

Fueled by massive settlements and concerns about pharmaceutical company influence over medical practice, the fight over off-label promotion has become a rancorous one with little middle ground. For some, off-label restrictions are both bad law and bad medicine, violating the First Amendment while denying physicians access to crucial information. For others, the battle pits the very soul of the FDA against the excesses of a profit-driven marketplace. Far from ameliorating concerns over manufacturer influence, the New Model proposed by Bennett et al. would exacerbate them. The Model would limit FDA authority to core communications proposing immediate commercial transactions, giving manufacturers unfettered discretion over scientific exchanges and nearly free rein over truthful quasi-commercial communications. Most problematically, the New Model relies on the longstanding assumption that truly educational and scientific activities can be distinguished from simple product promotion – a dichotomy that exists not only in federal law and professional association codes, but also underlies the jurisdiction of the federal agencies overseeing the pharmaceutical sector. Experience invites skepticism that these activities can be cleanly separated, suggesting that the New Model may simply perpetuate abusive behaviors without offering concomitant benefits to physicians or patients.     

The Reform of Military Education: Twenty-Five Years Later

When considering how to make the war colleges more effective, it should be remembered that first and foremost, the job of the war colleges is to educate students to make them better defenders of the United States of America and its interests and its allies around the world. However, the author gives many recommendations on how these colleges can better educate, rather than train.     

Labour of love: Female juvenile prostitution in the Netherlands

Summary

Although the number of young prostitutes increases, little systematic research has been undertaken to gain more insight into the trafficking of these young women. The main object of the present study was to describe the processes (that is, grooming, incorporation, and maintenance) that underlie the trafficking of young women for prostitution. Police records of 16 adolescent prostitutes were analysed. Results show that these prostitutes were recruited by so-called ‘lover boys’ who applied various seduction techniques to make the vulnerable young women fall in love with them. In general, the young women were incorporated into prostitution by means of physical violence. To protect and secure their income and organization, the pimps used a wide range of power and control tactics, of which the use of physical violence can be considered the most effective.
