俄罗斯经济安全状况的动态分析——以两次世界金融危机的影响为例

在国际金融危机的影响下,转型国家的经济往往处于"不安全"的状态。如何保障转型国家的经济安全成为国内外理论界关注的热点。对俄罗斯国家经济安全状况进行动态分析:解析俄罗斯国家"经济安全临界值"指标体系,研究2009年5月出台的俄罗斯《新国家安全战略》的特点,对1998年、2008年两次国际金融危机中的俄罗斯经济安全状况进行实证分析与比较,探索俄罗斯国家经济安全的动态趋势,认真总结其经验与教训,为经济转型国家提供借鉴。     

棕蓑猫蛔虫ITS及5.8S rDNA序列的克隆与分析

以分离自广州动物园棕蓑猫体内的蛔虫为研究对象,用保守引物NC5和NC2对核糖体DNA(rDNA)的内转录间隔区ITS-1、ITS-2及5.8S序列进行PCR扩增,扩增后的片段纯化后克隆至pGEM-TEasy载体,重组质粒通过菌液PCR鉴定后,对其进行序列测定及分析,旨在鉴定棕蓑猫蛔虫的种类。结果显示,目的片段ITS总长为907bp,2个不同样品之间的ITS序列没有差异,与狮弓蛔虫、猫弓首蛔虫和犬弓首蛔虫的ITS-1序列相似性分别为96.9%、71.3%和73.2%;5.8S序列的相似性分别为100%、95.5%和96.8%;ITS-2序列与GenBank中的狮弓蛔虫序列的相似性为94.3%,与猫弓首蛔虫、犬弓首蛔虫序列的相似性均小于60%。结果表明,此次分离的棕蓑猫蛔虫属于狮弓蛔虫。     

Portfolio allocation patterns and policy-making effectiveness in minority coalition governments

Although minority coalition has become a relatively frequent form of governance, it is often considered politically ineffective in policy making. To obtain sufficient support in parliament, government bills must go through the scrutiny activities initiated by coalition partners and overcome the concerns of external support parties in opposition. By examining parliamentary scrutiny on government bills, this paper explains the surprising policy-making effectiveness in minority coalition governments. Specifically, we argue and show that different patterns of portfolio allocation with the specific ideological locations of the ministerial office-holder, the coalition partner and the external supporter, structure the extent to which government bills are scrutinized in parliament, and therefore, the effectiveness of the minority coalition on managing and implementing policies. We empirically examine bills initiated by 256 ministries in 13 Danish minority coalitions between 1985 and 2015, and we reveal robust evidence that corroborates our argument.     

Historical review of Taiwan＇s environmental legislative adjustment and its implications under international agreements

After 1960s, the economic developmental explosion in Taiwan had brought serious environmental degradations including the air and water pollution, waste disposal, as well as wildlife problems. Since then, Taiwanese has begun environmental protection movements striving for ＂environmental rights＂. In addition, international environmental agreements have grown with great speed in the past decades. Although Taiwan never signed or joined any international environmental agreements or organizations, the development of international environmental laws still deeply affect Taiwan environmental regulations. Under this global trend, Taiwan has to cooperate with international community and to obey international environmental agreements. Thus Taiwan had passed numerous environmental laws including ＂Air Pollution Control Act,＂ ＂Water Pollution Control Act,＂ ＂Noise Control Act,＂ ＂Waste Management Act,＂ ＂Toxic Chemicals Management Act,＂ ＂Wildlife Protection Act,＂ and ＂Nuisance Dispute Resolution Act.＂ Thus the article will examine Taiwan＇s environmental administration, regulations as well as the implication under international agreements.     

X-STR和常染色体STR在二联体亲权鉴定中的应用

目的探讨X-STR和常染色体STR在二联体亲权鉴定中的应用价值。方法分别采用Sinofiler试剂盒和Mentype Argus X-8试剂盒对104例二联体亲权鉴定的样本DNA进行基因分型,并对各个STR基因座在排除案例中的应用价值进行统计分析。结果Sinofiler试剂盒和MentypeArgus X-8试剂盒对其中102例案件均可获得相同的鉴定结论;另外2例案件中,分别在DXS10074和DXS10035基因座检见突变可能。在69例排除案例中,Sinofiler检测系统中以D8S1179基因座的排除率最高,为56.52%;MentypeArgus X-8检测系统中以DXS10135基因座的排除率最高,达到85.51%。结论X-STR在法医学中具有很好的应用价值,不仅可以成为常染色体STR的重要补充,而且可以解决一些特殊案例的鉴定难题。     

人大选举制度的现状及其未来

理论上,人大选举是中国所有的选举制度中最重要的制度,目前关于人大选举制度并没有明确的改革方向和方案。当越来越多的选民认真对待宪法和法律赋予的选举权和被选举权后,相应的权利会变得真实。许多案例表明,公民个人的自觉践行,有利于基层政治竞选的发展。中国应该循序渐进地发展基层人大选举制度。从基层改革着手的最大好处是只会触及地方党组织的领导方式,而不会影响到执政党的权威。     

民间视角向精英视角的游移——重谈元曲公案戏

由于成书过程的复杂性,元曲公案戏隐藏着两个视角,即民间视角和精英视角。两个视角的叠合、交融,影响了读者对清官形象的认识,将两个视角剥离开来,发现民间艺人眼中的清官是为民除害者,文化精英笔下的清官乃安民除暴者,前者运用的是浪漫主义手法,后者运用的是写实主义手法。以传统文化的阴阳学说分析元曲公案,是试图将分析建立在文化理论基础之上,因而能得出比较科学的结论。
