Streetwork at the crossroads: An evaluation of a street gang outreach intervention and holistic appraisal of the research evidence

Spurred by the success of public health violence interventions, and accelerated by policy pressure to reduce violence without exacerbating overpolicing and mass incarceration, streetwork programs—those that provide anti-violence services by neighborhood-based workers who perform their work beyond the walls of parochial institutions—have positioned themselves as the most important non–law-enforcement violence prevention option available to urban policy makers. Yet despite their importance, the state of the field seems difficult to interpret for academics and practitioners alike. In this article, we make several contributions that bring forth new findings and deliver new perspectives on streetwork as a violence reduction strategy. First, we offer an extended analytic review of the streetwork evaluation literature that connects the study of contemporary public health violence interventions to a preceding tradition of criminologically inspired streetwork studies. Second, we present the results of an impact evaluation of StreetSafe Boston (SSB)—a multiyear streetwork intervention that served 20 Boston gangs. We find that the SSB intervention had no detectable effect on violence among the gangs that it served. We conclude by offering a framework for understanding a field at multiple crossroads: past and present, proclaimed successes and failures, help and harm.     

'What's in a name?' The curious tale of the office of high commissioner

This article firstly examines how the office of high commissioner emerged to meet the representational needs of states owing allegiance to a common sovereign. Secondly, it explains why the office survived the transformation of the British empire into the modern Commonwealth of sovereign states. Thirdly, the article considers the factors that continue to make the office appealing to its holders and a diplomatic asset to their states.

Development assistance on the brink

The international aid regime is currently faced with a major paradox. On the one hand, officials in bilateral and multlateral agencies increasingly agree that 'aid matters' and can contribute significantly to development. This confidence has been reinforced by the fact that, after a decade dominated by the objective of structural adjustment, the much less controversial one of sustainable development has taken over as the new mantra of aid policies. On the other hand, development assistance appears to be a declining priority for foreign policy-makers in the developed countries. The generosity of donors has diminished to the point that aid reached an all-time low in 1997. The aim of this article is to make sense of this paradox. After examining the grounds for optimism within the aid community, the article then explains why there is reason to doubt that foreign assistance can effectively foster sustainable development over the course of the next generation.     

Implementing the Foundations of Learning Project: Considerations for Preschool Intervention Research

While studies have documented the importance of strong implementation in intervention studies (e.g., see Durlak & Dupre, 2008 Durlak , J. A. , & Dupre , E. P. ( 2008 ). Implementation matters: A review of research on the influence of implementation on program outcomes and the factors affecting implementation . American Journal of Community Psychology , 41 , 327 – 350 .[Crossref], [PubMed], [Web of Science ®] , [Google Scholar]), more information is needed about how to ensure strong fidelity and quality of program implementation when delivering interventions under “real world conditions” and on a large scale. In this article, key lessons in implementing a demonstration and evaluation project known as the Foundations of Learning (FOL) demonstration are presented. Our discussion highlights several key components to the success of the project, including the building of effective coalitions before, and during, the delivery of the intervention to support the implementation process, as well as intensive, collaborative, and multilayered technical assistance provided as the intervention was delivered. Key lessons learned over the course of this project represent some that are highly consistent with prior research on this topic, as well as some that are unique, thus representing new areas for exploration in this burgeoning area of study.     

Ethical discontinuities in public—private sector negotiation

One problem in dispute settlement negotiations between public and private sector agents is a lack of congruence in the behavioral norms the parties consider appropriate. This normative dissonance may be seen as a problem of professional ethical discontinuity. The implementation and enforcement of Superfund, in which public sector engineers negotiated with private sector lawyers, illustrates this problem. Suggested remedies include addressing the negotiation process in professional codes of ethics, avoiding professional mismatches, better training for negotiators about the ethical discontinuity problem and, in the public health setting, improving alternatives to negotiated agreements.
