International organizations, policy experts, and nongovernmental organizations promote greater governmental transparency as a crucial reform to enhance accountability and curb corruption. Transparency is predicted to deter corruption in part by expanding the possibilities for public or societal accountability, that is, for citizens and citizens associations to monitor, scrutinize, and act to hold public office holders to account. Although the societal accountability mechanism linking transparency and good government is often implied, it builds on a number of assumptions seldom examined empirically. This article unpacks the assumptions of principal‐agent theories of accountability and suggests that the logic of collective action can be used to understand why exposure of egregious and endemic corruption may instead demobilize the demos (i.e., resignation) rather than enhance accountability (i.e., indignation). We explore these theoretical contentions and examine how transparency affects three indicators of indignations versus resignation—institutional trust, political involvement, and political interest—given different levels of corruption. The empirical analyses confirm that an increase in transparency in highly corrupt countries tends to breed resignation rather than indignation.  相似文献

This paper addresses a gap in state‐level comparative social policy research by analyzing policies that support low‐income families with children. Variation in state policy “packages” is measured by considering three characteristics of 11 social programs. Individual measures of policy are found to be weakly and inconsistently inter‐correlated at the state level, but when cluster analysis is used to analyze multiple dimensions simultaneously, five clusters or regime types are identified that have distinctive policy approaches. These range from the most minimal provisions, to conservative approaches emphasizing private responsibility, to integrated approaches that combine generous direct assistance with employment support and policies that enforce family responsibility. A comparison of a subset of programs at two points in time (1994 and 1998) suggests that states made substantial changes in cash assistance and taxation policies after the 1996 federal welfare reforms. The magnitude and direction of these changes remained consistent with the state clusters identified in 1994. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

The impact of policy changes on the local delivery of services has been overlooked in several decades of largely unsuccessful efforts to “reform” welfare. This article uses one case of state-level welfare reform in the early 1990s to examine the implementation of policy changes in local welfare offices. Direct observation of transactions between welfare workers and clients suggests that policy reforms were not fully implemented by street-level bureaucrats. The instrumental transactions that continued to dominate interactions with clients were consistent with processing claims and rationing scarce resources, but they were poorly aligned with new policies aimed at changing the services and message delivered to welfare clients. The failure to fully implement reforms on the frontlines has implications for the achievement of policy objectives and for equity in service provision. Implementation issues will have even greater urgency as welfare is devolved from federal to state governments.  相似文献

Abstract

Political philosophers are divided on the question of whether society should guide individuals in their projects and goals in light of the competing, yet overlapping, values of moral independence and human well-being. The lively neutralism-perfectionism debate appears to be significantly muted, however, when it comes to children who, all parties assume, should be guided by adults in their plans of life. Thus, in their stimulating new book, Family Values: the Ethics of Parent-Child Relationships, liberals Harry Brighouse and Adam Swift affirm the role of the family in directing and enabling children’s flourishing. My paper challenges this distinction between parents and children in the liberal position to argue that the idea that it is appropriate to direct children to enable them to flourish, entails in fact, a commitment to policies that promote and enable the flourishing of all.  相似文献

Since passage of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) in 1996, there has been a proliferation of contracting for welfare services, specifically around Temporary Assistance for Needy Families (TANF) and related benefits and services such as child care. The services most commonly contracted include those around the work or employment function, such as training, education, job placement, and support services to promote job entry or retention.

The purpose of this article is to examine differences in the quality of service provision among public, nonprofit, and for-profit auspices in the delivery of work-based welfare reform services. The findings show that there are some differences in welfare programs across the three sectors. The significance of this issue relates to the critical question of whether social needs can be best met through competitive outsourcing.  相似文献

Twelve students in a developmental psychology service-learning course engaged in a service-learning project with two groups of elders in an urban setting. Nine members of the class provided quantitative and qualitative feedback on this experiential learning experience. Survey results indicated that students believed the project increased their interest in the content area and that the project was a valuable aspect of the course. Based on student reflection papers in the course, students could identify specific ways the project helped them to learn course content. Finally, two interviewed students commented on how the project helped dismantle ageist preconceptions they held prior to completing the course. The project illustrates the advantages of experiential teaching in promoting interactions and understanding between diverse age groups. Three recommendations for implementing experiential teaching in community psychology and service-learning courses are presented.  相似文献

Housing and living environment options are both one of the most pressing problem are as for the elderly and an unavoidable policy subject for public administrators. This article analyzes the topic of housing and the elderly so as to high light selected dimensions that might have implications for decision - makers in resource considerations and allocations. An opening section gives the status of how and where the elderly are now living. Six events, or environmental and policy changes, that affect the housing options of the elderly are analyzed. These events are: high mortgage rates; rent controls; condominium conversions; tax relief measures; weatherization programs; and reverse annuity mortgages. The two dominant trends that appear to shape the future housing options of the elderly are examined. The first trend is the provision of a range of alternatives in living arrangements. The creation of alternatives, also known as a continuum of living environments, includes congregate housing, share - a - home, life care or continuing care, geriatric foster care, and single room occupancy hotels. The second major trend is the increasing provision of services in the home setting. The final portion draws together the evident implications about the housing problems of the elderly for policy makers in the public management field. Implications that have community-wide ramifications are clustered as they relate to: increasing the housing supply; regulatory mechanisms; and budgetary references.  相似文献
