市委书记个人特征与GDP增长关系的实证分析——基于GDP百强市10年1000份市委书记样本的数据分析

当前,经济发展面临较大的下行压力,各地GDP发展动能成为各方关注的焦点。GDP百强市何以傲视群雄,实现GDP高质高量的发展?除了传统的经济发展影响因素外,地方领导与地方经济发展是否存在一定关系?通过对2017年GDP百强市2008-2017年间1000份市委书记个人特征和GDP增长的平衡面板数据进行实证分析发现:市委书记晋升途径和GDP增长呈显著相关关系;市委书记年龄和任职市数量均与GDP增长呈“倒U型”变动关系,其中最佳任职年龄是54.68岁,最佳任职市数量是2.787个;市委书记的性别、学位、本科学校性质、基层工作经历与GDP增幅没有表现出显著相关关系。结合实证结果,提出了领导者选拔任用的政策取向。

Vigorously sosting the Development of Chinese Human Rigs Theory and Practice

We feel a great honor and heavy responsibil- ity upon the Human Rights Research Center at Shandong University being named one of China＇s national human rights education and training bases. In our view, national human rights education and training bases should keep up with the times, bring into full play their ad- vantages of uniqueness and openness, complement each other, make con- certed efforts to achieve innovation and vigorously boost the development of Chinese human rights theory and practice. The university center will continue to bring into play its tradi- tional strength in theoretical research and graduate education and work hard to fulfill all the tasks of the center. It will focus on the following work.

公民社会视角下政府机构改革新论

公民社会与国家的关系存在着公民社会制衡国家、公民社会对抗国家、公民社会与国家共生共强、公民社会参与国家、公民社会与国家合作互补五种模式。而政府是国家权力的执行者，政府机构又是政府的载体。因此，敢府机构改革要取得成功，必须高度重视与公民社会的和谐。我国的政府机构改革过去没有能取得预期效果的一个重要原因，就是忽略了此点。在新一轮政府机构改革中，我们要汲取历史上的教训，将政府机构改革与加快公民社会发展结合起来，并使两者关系和谐，这也许是新一轮政府机构改革能取得成功的关键所在。     

财产性强制侦查措施的检察监督

在我国刑事诉讼中,侦查强制措施大致可以分为人身性和财产性两类,长期以来理论和实践,忽视了对诸如查封、扣押、冻结等财产性侦查措施的监督。刑事搜查、扣押等活动直接关系着公民的私有财产权、人身自由权、住宅安宁权以及隐私权等,监督的缺失使得侦查中侵犯当事人财产权利的现象较为突出,检察机关应当探索强化对财产性侦查措施监督的路径、程序和方式。
