This study is the second of two reporting on how the American presidency has been rhetorically constructed for the nation's citizens by the mass media between 1945 and 1985. These research papers examined 412 Time magazine articles on the presidency, keying on such matters as how that magazine documented its reportage, which presidential qualities, behaviors, and problems it emphasized, and how Time used language strategies to describe and evaluate the presidency. By using a variety of content analytic methods, the authors detected two general trends in Time’s coverage: (1) the American presidency has been portrayed as an increasingly besieged institution—socially, politically, and psychologically—and (2) Time’s heavy focus on bureaucratic politics has resulted in an increasing institutionalization of the presidency. A variety of data support these two conclusions and suggest, furthermore, the existence of an over‐arching conceptual model in Time’s discussions of the presidency. By inviting archaeologists to collaborate in the revision of his beloved Ancient Ghana and Mali, Nehemia Levtzion confronted the oft-assumed, yet-rarely tested asymmetry in explanatory power between documentary history and archaeology. Others have treated prehistorians as, at best, handmaidens and, at worse, scientific parvenus. Levtzion explicitly rejected several assumptions that render many histories of pre-colonial Africa uninteresting to prehistorians: (1) that that the data of archaeology provide, at best, background and context, (2) that the hierarchical state is the only viable integrative structure when peoples become stratified economically or politically, and (3) that culture change in Africa simply replicates patterns already known from elsewhere, and no others. Levtzion enlisted a plural force of specialists, a “Band of Brothers,” to continue his Good Fight against those who would distain Africa’s accomplishments. 相似文献

This article examines the transfer of the OECD corporate governance code to Hungary. It documents the process of code transmission, and assesses its impact through an examination of corporate governance in the three largest Hungarian private companies—Magyar Telekom, MOL and OTP. The article illustrates the disjuncture between formal commitment to code adoption and its effective implementation, with a case study of the abortive takeover bid by OMV for MOL in 2007–2008. The reasons for the disjuncture are related to national and corporate contextual conditions, management incentives and the channels of transmission. 相似文献

A recent New York law requires medical providers to offer HIV tests as part of routine care. We developed a system dynamics simulation model of the HIV testing and care system to help administrators understand the law's potential epidemic impact, resource needs, strategies to improve implementation, and appropriate outcome indicators for future policy evaluations once postlaw data become available. Policy modeling allowed us to synthesize information from numerous sources including quantitative administrative data sets and practitioners’ content expertise, structure the information to be viewed both numerically and visually, and organize consensus for decisionmaking purposes. This case illustrates how policy modeling can provide an integrated framework for administrators to examine policy problems in complex systems, particularly when data time lags limit pre–post comparisons and key outcomes cannot be measured directly. 相似文献

While many scholars attribute Barack Obama's success in the 2008 presidential election to his so-called deracialized campaign strategy, I argue that Obama constructed a persuasive message strategy that was fundamentally based on race. I argue that in pursuing what I call a racial distinction strategy, Obama mobilized race differently than previous Black candidates running in White-voter electoral majorities. Specifically, Obama's racial distinction strategy constructed a seamless racial narrative – deployed through constellations of subtle racial language and imagery – incorporating Obama's own personal biography within a broader narrative of the nation, specifically a narrative of American progress. The fact that Obama employed a racial distinction strategy, and the fact that he succeeded in doing so, sheds new light on, and leads us to reconsider the veracity of popular political theories such as post-Blackness, post-racialism and deracialization, along with the general ideology of colorblindness. 相似文献

Abstract The exponential growth in the size of the private security sector (PSS) in Africa has helped give the issue of its regulation new importance. Yet the ongoing debates over what laws should be passed and by whom tend to ignore the more basic and arguably urgent question of whether African states' justice systems are sufficiently robust to give this legislation meaning. The aim of this paper is to cast some much needed light on this topic by drawing lessons from Nigeria's current experiences. By tracing the development of its PSS code and examining instances of malpractice in its justice system, the article argues that its regulatory framework is fundamentally compromised by corruption. 相似文献

Although the secret ballot has been secured as a legal matter in the United States, formal secrecy protections are not equivalent to convincing citizens that they may vote privately and without fear of reprisal. We present survey evidence that those who have not previously voted are particularly likely to voice doubts about the secrecy of the voting process. We then report results from a field experiment where we mailed information about protections of ballot secrecy to registered voters prior to the 2010 general election. Consistent with our survey data, we find that these letters increased turnout for registered citizens without records of previous turnout, but they did not appear to influence the behavior of citizens who had previously voted. The increase in turnout of more than three percentage points (20%) for those without previous records of voting is notably larger than the effect of a standard get‐out‐the‐vote mailing for this group. Overall, these results suggest that although the secret ballot is a long‐standing institution in the United States, beliefs about this institution may not match the legal reality. 相似文献

In 2007, WHO/UNAIDS recommended male circumcision as an HIV-preventive measure based on three sub-Saharan African randomised clinical trials (RCTs) into female-to-male sexual transmission. A related RCT investigated male-to-female transmission. However, the trials were compromised by inadequate equipoise; selection bias; inadequate blinding; problematic randomisation; trials stopped early with exaggerated treatment effects; and not investigating non-sexual transmission. Several questions remain unanswered. Why were the trials carried out in countries where more intact men were HIV-positive than in those where more circumcised men were HIV-positive? Why were men sampled from specific ethnic subgroups? Why were so many participants lost to follow-up? Why did men in the male circumcision groups receive additional counselling on safe sex practices? While the absolute reduction in HIV transmission associated with male circumcision across the three female-to-male trials was only about 1.3%, relative reduction was reported as 60%, but, after correction for lead-time bias, averaged 49%. In the Kenyan trial, male circumcision appears to have been associated with four new incident infections. In the Ugandan male-to-female trial, there appears to have been a 61% relative increase in HIV infection among female partners of HIV-positive circumcised men. Since male circumcision diverts resources from known preventive measures and increases risk-taking behaviours, any long-term benefit in reducing HIV transmission remains uncertain. 相似文献

This study aimed to describe the perceived barriers faced by emergency clinicians in utilising mental health legislation in Australian hospital emergency departments. A semi-structured interview methodology was used to assess what barriers emergency department doctors and nurses perceive in the operation of mental health legislation. Key findings from the interview data were drawn in accordance with the most commonly represented themes. A total of 36 interviews were conducted with 20 members of the Australasian College for Emergency Medicine and 16 members of the College for Emergency Nursing Australasia representing the various Australian jurisdictions. Most concerning to clinicians were the effects of access block and overcrowding on the appropriate use of mental health legislation, and the substandard medical care that mental health patients received as a result of long periods in the emergency department. Many respondents were concerned about the lack of applicability of mental health legislation to the emergency department environment, variation in legislation between States and Territories causing problems for clinicians working interstate, and a lack of knowledge and training in mental health legislation. Many felt that clarification of legislative issues around duty of care and intoxicated or violent patients was required. The authors conclude that access block has detrimental effects on emergency mental health care as it does in other areas of emergency medicine. Consideration should be given to uniform national mental health legislation to better serve the needs of people with mental health emergencies. 相似文献
