Interdepartmental management in External Affairs

Abstract. This paper examines the interdepartmental role of the Department of External Affairs in the structures and processes of foreign policy planning and management. Possible use of American or British models by Canadian policymakers is considered. The functioning of the cabinet committee system has not been entirely predictable. Indicative planning does not appear to have been conspicuously less successful than in the United States or the United Kingdom. The interdepartmental committee on external relations has evolved from experimental innovation to low-level routine. Support staff integration was originally intended to lead on to comprehensive foreign service unification, but resistance has caused indefinite postponement. Personnel exchanges between departments have not proceeded entirely reciprocally. The country program system has been reduced to a simpler, less ambitious format. Interdepartmental coordination requires some further clarification of responsibilities and greater conformity with existing directives. The perception that External Affairs is really a central agency is assessed. The paper concludes that, while many minor interdepartmental differences may be caused by inadequate coordination, cabinet does not always take clear decisions on conflicting departmental options.     

Modeling the international technology transfer process in construction projects: evidence from Thailand

Many developing and newly industrialized countries lack the technical and management capabilities to undertake large and/or complex infrastructure projects. In an effort to more rapidly develop their infrastructure, economies and living standards, many have embarked on a series of international Technology Transfer (TT) initiatives within the construction and other industries. However, these initiatives have not immediately translated into enhanced capabilities and competitiveness within host country firms, resulting in a sustained reliance on foreign firms. In an attempt to improve rates of TT in developing countries, this article proposes a conceptual model for international TT that accommodates the numerous factors believed to impact on the processes effectiveness and derived outcomes. Utilizing the results from a questionnaire survey of 162 industry professionals from Thailand, an international TT model including the significant factors which impact on the TT process and the degree of value added from it, was formulated through exploratory and confirmatory factor analysis. Moreover, the significance of direct and indirect interrelationships between model factors was determined through structural equation modeling. This model included four process enablers, namely, government influence, transferee characteristics, transferor characteristics and relationship building, and one outcome factor named TT value added. Building relationships (i.e. trust, understanding and communication) between the transferor and transferee was determined to be the key predictor of TT-induced value creation for the host construction sector.      

A Spatial Latent Gaussian Model for Intimate Partner Violence Against Men in Africa

This study used data from the Demographic and Health Surveys to examine the prevalence and correlates of Intimate Partner Violence (IPV) against men in Africa. Nationally representative data from 12 countries was analysed using a Spatial Latent Gaussian Model to capture the linear and non-linear nature of covariates while accounting for spatial heterogeneity. The results showed that female perpetrated abuse was significantly associated with education, alcohol consumption, intergenerational cycle of violence, polygamy, wealth, and type of union. As far as age of perpetrator (female) or victim (male) and spousal age difference were concerned, they had a non-linear effect on IPV. Furthermore, the spatial effects highlighted lack of spatial autocorrelation between the prevalence of IPV as one moves from country to country.

From paparazzi to hidden cameras: The aggressive side of a free and responsible press

This article examines the complex of cultural effects and possible legal responses in the wake of the Princess of Wales' death. To say that the paparazzi were complicit in her death is to forget that, in spite of their frequently invasive means of obtaining news, these were also the kind of journalists who were complicit in the public celebration of her life. Had the Hutchins Commission this tragedy to include in its deliberations about press responsibility, it likely would have stated its indignation and suggested Diana's death as more evidence that journalists be regulated. But this article argues that aggressive journalism, as with any other of the press' activities, is beholden to a balance of public interests. These interests include the need for the public to be both informed and protected from invasion of privacy or criminal conduct by any journalist.
