Sino-U.S. Cooperation in North Korean Nuclear Issue

China and the United States have cooperated closely in resolving the second North Korean nuclear crisis.China and the United States have worked together with South Korea, Russia and Japan to prevent the North Korean nuclear issue from spiraling out of control, and they have also tried to make progress in the six-party talks. Despite differences over the issue, both sides are maintaining the momentum of cooperation with increasing mutual understanding and trust. The current U.S.-North Korea rapprochement has progressed quickly, adding a new factor in Sino-U.S. cooperation. Apart from bilateral contact with North Korea, the United States is insisting on a multilateral approach, continuing to persuade China to share responsibility for a nuclear-free Peninsula, and jointly advancing the process in the second phase set forth in the February 13 Agreement on Initial Actions. China's role,therefore, remains indispensable.     

牛疱疹病毒Ⅰ型二重LUX荧光PCR鉴别检测方法的建立

采用LUX新型荧光PCR技术原理,建立了快速检测牛疱疹病毒Ⅰ型(BHV-1)以及鉴别野毒感染和基因缺失疫苗免疫动物的二重实时荧光PCR方法。结果显示,该方法对多株BHV-1病毒均呈典型gE、gC双基因阳性反应,对其他常见动物疱疹病毒以及健康牛基因组DNA等均呈阴性反应;对细胞增殖病毒液的gE、gC双基因鉴别的检测敏感性可达0.4~0.04 TCID50,比常规PCR方法高100倍以上;对带毒牛血清、抗凝全血、牛新鲜精液和冷冻精液基因鉴别的检测敏感性分别达0.04 TCID50、0.4 TCID500、.4 TCID50和4 TCID50。采用该方法从临床牛血样、鼻拭子样品中检出IBRV阳性样品,检测全程仅需约2 h。对单基因克隆质粒的检测进一步证实该方法能特异地鉴定gE、gC基因,检测灵敏度分别达90、30拷贝。结果表明,该方法可应用于临床快速诊断BHV-1病毒感染,鉴别BHV-1病毒感染与对应的基因缺失疫苗免疫动物。

Developmental Times of Chrysomya megacephala (Fabricius) (Diptera: Calliphoridae) at Constant Temperatures and Applications in Forensic Entomology

The characteristic life stages of infesting blowflies (Calliphoridae) such as Chrysomya megacephala (Fabricius) are powerful evidence for estimating the death time of a corpse, but an established reference of developmental times for local blowfly species is required. We determined the developmental rates of C. megacephala from southwest China at seven constant temperatures (16–34°C). Isomegalen and isomorphen diagrams were constructed based on the larval length and time for each developmental event (first ecdysis, second ecdysis, wandering, pupariation, and eclosion), at each temperature. A thermal summation model was constructed by estimating the developmental threshold temperature D₀ and the thermal summation constant K. The thermal summation model indicated that, for complete development from egg hatching to eclosion, D₀ = 9.07 ± 0.54°C and K = 3991.07 ± 187.26 h °C. This reference can increase the accuracy of estimations of postmortem intervals in China by predicting the growth of C. megacephala.     

Responsible research and innovation training programmes: implementation and evaluation of the HEIRRI project

Responsible research and innovation, or RRI, is a concept that aims to bring together society and science for a better future. There are six key elements of RRI: public engagement, gender equality, science education, open access, ethics and governance. Higher Education Institutions and Responsible Research and Innovation (HEIRRI) project aimed to bring the concept of RRI into the educational system. Using state-of-the-art review of good practices, HEIRRI team developed 10 training programmes on RRI for different higher education institution educational levels, including a summer school and a massive open online course (MOOC). We conducted pilot of the trainings and evaluated participants' experiences. Satisfaction with HEIRRI training programmes on responsible research and innovation was high, both for participants and for the trainers, and trainings raised awareness of RRI. Participants' feedback was used to identify areas that need improvement and provided for recommendations for final versions of the HEIRRI training programmes. In order to equip researchers with skills to recognize and apply RRI values, RRI should be included in their education. HEIRRI training is suitable for a range of different disciplines, including forensic science, and is free to use and adjust for specific contexts (available from: https://rri-tools.eu/heirri-training-programmes).

陕西县域经济发展问题探讨

中国经济在向城市经济侧重近20年后,正进入向县域经济侧重的转换阶段。最近三年,中央重新审视"重城轻乡"的非均衡经济发展态势,首次突破性地提出"县域"概念,并将"县域经济"正式纳入国家经济建设和经济体制改革的范畴,宏观经济政策呈现出向县域侧重的明确的方向性变化。这些转折性信号表明中国县域经济大发展时代的到来。陕西县域经济的发展,需借鉴国内外县域经济发达地区的经验,探索陕西发展县域经济的新思路和新方法。     

药物不良事件及其法医学鉴定

目的研究药物不良事件的法医学鉴定原则及注意事项,为此类案件的法医学鉴定提供参考并积累基础资料。方法通过对33例药物不良事件法医学鉴定案件的回顾性分析,总结药物不良事件相关案件的法医学鉴定原则及注意事项。结果药物不良事件的法医学鉴定案件有增长趋势,患者以女性多见(20例,60.6%)。33例药物不良事件中,以医疗过错鉴定案件多见(21例,63.6%),21例医疗过错鉴定案件中,只有1例(4.8%)与医院过量使用药物有关,其他均未发现医院存在医疗过错;非法行医案8例(24.2%),均与使用药物不当有关。法医鉴定类型以活体鉴定为主(27例,81.8%),死亡案件6例(18.2%)。结论药物不良事件的法医学鉴定案例在不断增加并具有自身特点和复杂性,应引起鉴定人的重视。     

台湾南部的社会政治环境与民进党的政治版图——兼对“南方政治”定义的探讨

台湾的政治版图已出现所渭"北蓝南绿"的格局,台湾学界有人将南部稳定支持绿营政党的情形命名为"南方政治"。实际上民进党在南部的政治版图从1990年代中期就已经显形,台湾南部由于本省人占多数的"省籍-族群"分布、具有更厚重本土味的性格与社会经济状况等的耦合,再加上绿营耕耘多年,引导和激发了较浓厚的"本土"价值,目前民进党在南部的政治版图虽收缩,但这种社会政治环境使其仍有一定的根基。不过,研究者多数从民进党或泛绿在南部的得票率和政治版图等来分析"南方政治",这种定义是狭义性的,就"南方政治"与南部的社会政治环境相关性,从广义上其更应定义为地域意识或地方性在政治上的表现,它虽与民进党的关联颇深,但在蓝营方面也会有所体现。
