论打造"平安工程"中的城郊结合部治安

城郊结合部的治安管理,对社会治安的稳定乃至经济的发展都产生十分重大的影响.作为治安管理主要主体的公安机关,要打造"平安工程",就要从城郊结合部这个城市治安的关键区域下手,在提高认识的基础上,建立合理有效的治安防控机制,加大力度对作为治安管理客体的城郊结合部的人、财、物(尤其是人)进行有效的管理.     

高校学生工作干部远离感的成因及对策

高校学生工作干部的远离感是一个值得教育工作者关注的问题,它的存在使高校学生思想政治工作力量受到削弱,给高等教育带来了巨大危害。远离感的产生主要由高等教育体制改革、市场经济负面影响、传统的教育观念、干部本身的思想和行为方式等造成。有效控制和消除学生工作干部的远离感要更新观念,抓住"三个环节",实现"三个转变",做到"三个贴近",不断提高学生工作干部素质。     

法治政府的催化剂——行政许可法

行政许可法的出台,无疑是我国"政治文明建设的又一座里程碑",它标志着我国政府正加速从管制型政府向法治型政府转变。它的颁布、施行,将对我国推行依法行政,从源头上预防和治理腐败产生积极的影响和作用,也必将对我国行政机关政府职能的转变带来一次革命性的变化。它表明,我国"法治政府"建设正向纵深发展。     

A case study on forensic polymer analysis by DIOS-MS: the suspect who gave us the SLIP

New technology was used to identify traces of a commercial barrier/spermicide in evidence from a case of a man accused of rape of a minor. Examination of vaginal swabs performed by another laboratory had been negative for seminal fluid or other sources of DNA from the suspect and we were asked to examine the remaining swabs for any traces that might have originated from the commercial product. Encare consists of vaginal inserts having a suppository-like shape. They contain the spermicide, nonoxynol-9, in a matrix consisting of approximately two parts polyethylene glycol (PEG) 1000 to one part PEG 1450, plus minor inorganic components added to produce foaming. Portions of the cotton from vaginal swabs from the victim and penile swabs from the suspect were extracted with methanol and subsequently examined by desorption ionization on silicon time-of-flight mass spectrometry (DIOS TOF MS). Low levels of PEG in the same mass range as Encare were found on two separate vaginal swabs from the victim and one penile swab from the suspect. Subsequent to these findings, the suspect (through his attorneys) provided us with a sample of SLIP Plus, a commercial sexual lubricant that also contains nonoxynol-9. Traces of PEG in the same mass range as Encare were found in this sample, while no PEG was found in a sealed sample of SLIP Plus provided by the manufacturer. At trial the suspect's attorneys stipulated that their client had added some Encare to the SLIP Plus sample he had provided.

Hair analysis for ketamine and its metabolites

A rapid and sensitive method was developed for the simultaneous identification and quantitation of ketamine (K) and its major metabolite, norketamine (NK) in hair. After decontamination, the hair sample was incubated and extracted, and analyzed by gas chromatography-mass spectrometry (GC-MS). Limits of quantitation were found to be 0.05 ng/mg. Hair segments in black color were collected from 15 K abusers. Based on an experiment with 15 cavies with black, white, and brown hair, the mechanism of incorporation of K into hair was investigated. After shaving hair on the back of the cavies (8 cm x 4 cm), they were separated into three groups and administered intraperitoneally once a day for 7 successive days with high, medium, and low doses of K, respectively. Two days after this, hair segments with different colors were shaved. There was a direct correlation between the concentration of K in cavy hair and the dose and DHNK was detected only in high dosage group. The concentration of K increased in the order of white, brown, and black hair. The possible factors responsible for the incorporation of K and its metabolites in hair were discussed.     

解析行政规则对司法的约束力 以行政诉讼为论域

<正>一、引言:问题与思路由于近代民主政治理论和分权学说的功劳,法院裁断纠纷当受立法机关制定的"法律"之约束,基本上成为法学的一项公理。然而,自20世纪上叶"行政国家"兴起之后,大量整饬社会秩序的规则,直接出自行政机关而非立法机关之手,已是勿庸置疑、难以扭转的事实。于是,一个不可回避的问题应运而生:行政机关的合法角色(legitimate role)是执法者而非立法者,其制定的行政规则,对于法院而言,是否具有约束效力呢?答案     

大鼠毒鼠强中毒内脏器官Caspase-3与Bcl-2蛋白的表达

目的探讨大鼠毒鼠强中毒的病理机制。方法SD大鼠60只,随机分正常对照组、空白对照组、高剂量中毒死亡组、低剂量中毒组,高剂量中毒死亡组以1.0mg/kg毒鼠强悬浊液灌胃,低剂量中毒组以0.1mg/kg体重毒鼠强悬浊液灌胃。用免疫组织化学技术对中毒大鼠器官检测caspase-3与Bcl-2蛋白的表达,用图像分析技术对检测结果进行分析。结果各器官caspase-3与Bcl-2蛋白的表达变化规律基本相似,即高剂量中毒组大鼠caspase-3与Bcl-2蛋白均呈较强的阳性表达,低剂量中毒组大鼠,Bcl-2与caspase-3于中毒30min后表达不明显,3h时,可见较为明显的阳性信号,Bcl-2在6h～3d达高峰,随后表达下降;caspase-3在24h～5d达峰值,随后下降。Bcl-2峰值早于caspase-3出现。结论Bcl-2与caspase-3参与了毒鼠强中毒的病理生理过程。     

螺旋CT三维成像技术在疑难骨外伤中的应用价值

目的探讨螺旋CT(SCT)三维(3D)成像技术在法医疑难骨外伤中的诊断价值。方法选择11例骨外伤病人进行X线及螺旋CT3D检查,观察和分析骨折的位置、数量及性质。结果11例中,X线检查共发现肋骨骨折34处,肩胛骨骨折1处,鼻骨骨折2处,掌骨不完全性骨折1处,左胫、腓骨骨折1处,耻骨骨折1处。CT检查共发现肋骨骨折47处,肩胛骨粉碎性骨折1处,鼻骨骨折明显移位1处,排除骨折1处,上颌骨骨折1处,掌骨完全性骨折1处,左胫、腓骨陈旧性骨折1处,骶骼关节脱位1处,第5腰椎椎弓根骨折1处。结合三维图像,冠位状及矢位状重组图像清晰地显示出骨折线的部位、数量、性质和错位、复原等情况。结论螺旋CT三维成像应用对法医复杂骨外伤的客观诊断非常有效,优于常规X线检查。     

利用肌原纤维小片化指数推断死亡时间

目的研究死后机体骨骼肌肌原纤维小片化指数(MFI)与死亡时间之间的关系。方法双缩脲法测定室温下不同死后时间家兔骨骼肌全蛋白浓度,分光光度法测定540nm处0.5mg/mL蛋白浓度下的骨骼肌肌原纤维小片化指数。结果在死后早期,肌原纤维小片化指数随着时间延长逐步增高。结论肌原纤维小片化指数可用于早期死亡时间的推断。
