尿样中苯骈二氮杂Zhu类药物筛选分析研究

目的建立尿样中苯骈二氮杂类药物两种筛选分析方法.方法用GC/ECD、GC/MS直接测定苯骈二氮杂类药物原体和GC/ECD、GC/MS测定1,4-苯骈二氮杂类药物的酸水解产物苯甲酮同系物.结果GC/ECD直接测定苯骈二氮杂类药物方法,大部分药物的回收率为60%～90%,线性范围为20～200ng/ml尿,线性相关系数大于0.99,最低检出限达0.5ng/ml～10ng/ml.结论所建两种方法各有其特点又可相互补充,已成功地应用于司法鉴定实践.     

我国行政程序法典化道路

我国的行政程序法典化已基本成为学者的一种共识。然而,我国行政程序理论还不够深入,立法也存在严重缺陷,法典化的道路当然还需要一段相当长的时间。对此,笔者拙文尝试探讨我国行政程序法典化。     

恐怖主义问题研究

恐怖主义对国际社会的安全与稳定构成了严重的威胁,已经成为影响地区与世界安全局势的顽疾。恐怖主义的核心特性是追求政治目的与利益并实施或威胁使用暴力。恐怖主义常假借宗教名义,或以极端民族主义、极端意识形态为其思想基础。现代社会对恐怖主义的萌生与发展极具影响,为恐怖主义提供存在的客观环境。反恐怖主义必须着眼于事前预防恐怖主义行为的萌生和事后侦查打击恐怖组织和恐怖分子两大方面,确立反恐怖主义的原则与机制,构建反恐怖情报网络,强化反恐怖侦破工作,加强反恐怖队伍建设。     

The development of reduced size STR amplicons as tools for analysis of degraded DNA

New multiplex PCR sets of commonly used short tandem repeat (STR) markers have been developed to produce PCR products that are reduced in size when compared to standard commercial STR kits. The reduction in size of these amplicons can facilitate the examination and analysis of degraded DNA evidence by improving amplification efficiency. This "miniSTR" approach will permit current forensic practitioners to use STR markers and instrumentation already present in their laboratories and to generate genotyping data that is directly comparable to reference samples and searchable through the FBI's Combined DNA Index System (CODIS) databases. This paper discusses the development of these new primer sets and presents some initial results in the analysis of degraded and aged DNA samples. A method for removal of problematic fluorescent dye artifacts is also described. Comparison studies in over 100 samples have verified that these miniSTR primers can provide fully concordant results to commercial STR kits and can provide improved signal from degraded DNA specimens. These miniplex sets should prove valuable in the analysis of samples where allele dropout and reduced sensitivity of larger STR alleles occurs.

中国申请入世的15年是外经贸体制改革的15年,入世又进一步推动了改革的发展,从而对<对外贸易法>的修改提出了要求.我国将按照入世承诺修改颁布新版<外贸法>.本文针对我国立法的现状和发展,提出修改<外贸法>的几点建议.

科学发展观是我们党在邓小平理论和“三个代表”重要思想指引下,从新世纪新阶段党和国家事业全面发展出发提出的重大战略思想,是我们党对社会主义市场经济条件下经济社会发展规律在认识上的重要深化,是适应全面建设小康社会和现代化的需要,牢固树立和落实科学发展观是贯彻落实“三个代表”重要思想的具体体现,是妥善应对我国经济社会发展关键时期可能遇到的各种风险和挑战的正确选择,也是提高党的执政能力和执政水平的迫切需要。落实科学发展观,实现历史性跨越。     

论治安处罚法律的修改

治安处罚的主要法律依据是《治安管理处罚条例》,法律的滞后导致了执法中的一系列问题。解决问题的基本途径就是要在坚持处罚原则、更新处罚观念的基础上修改法律。     

A study on Chinese student migration in the United Kingdom

This paper provides insights into PR Chinese student migration into the United Kingdom, examined within both historical and contemporary contexts. It analyses student migration patterns, financial flows and the impact of such processes on UK Universities. It also suggests various modifications to immigration policies and promotes social debates on the impact of the phenomena of a massively increasing student flow, for both the UK and for Europe. This paper aims to analyse the multiple financial and social implications of this massive student flow. It shows the need for policy adjustments towards better migration management in both China and Europe. The return of students remains a matter of serious concern for both China and European host countries. The net gain of skilled migrants in many European countries, accompanied by a corresponding loss of skilled workers in China, has heightened anxiety over the consequences of this ‘brain drain’. Student migration will remain one key domain for the emergence of global labour market, enhanced cooperation for Europe and China on information sharing, data exchange and orderly management of return migrants, and this in turn will boost the potential benefits for both parties in a long run.     

当前劳动和社会保障制度改革面临的主要问题与对策

自1978年改革以来,中国已逐步建立起市场导向的就业机制,并初步形成了具有中国特色的社会保障体系。但是,受基本国情的限制,中国的劳动就业日益面临严峻的挑战,而这一挑战更使得中国社会保障制度的建立与完善成为一项长期而艰巨的任务。针对当前和今后一段时期劳动和社会保障制度改革面临的主要问题,必须采取综合治理的应对措施,继续推进劳动和社会保障制度的稳健改革。
