This article discusses the meaning of self-determination in its historical and contemporary contexts and examines the different options available for the accommodation of contested self-determination claims. Among these, the creation of a new state, arguably, is the most radical of options and one that has significant regional and global implications beyond the territory to which it is applied. Detailing these implications in relation to the case of Kosovo, we make a broader argument that, even if secession is one mechanism to resolve self-determination disputes, this does not do away with the need to continue exploring settlements short of secession as alternatives to changing established international boundaries. 相似文献

Transformational and transactional leadership strategies have become prominent in public administration research, but it is unclear whether they are compatible or whether they could undermine each other. We examine the combined and interactive effects of transformational and three types of transactional leadership (contingent verbal rewards, material rewards, and sanctions) on employee work motivation, conceptualized as work engagement and intrinsic motivation. Panel analyses using repeated measures of 385 leaders and 3,797 employees show that transformational leadership and contingent verbal rewards increased employee motivation. However, simultaneous use of contingent material rewards undermined the benefits of transformational leadership. Thus, the motivational potential of service‐ or community‐oriented visions was undercut when leaders also appealed to extrinsic material motives. This could help explain why financial incentives do not always have the expected benefits in public organizations. We therefore argue that research and practice should pay more attention to how different leadership strategies work in combination. 相似文献

Transnational city networks (TCNs) are organisations that facilitate information exchange, cooperation and lobbying activities of cities from different countries—independent of the national level. This paper compares the aims and goals of European and Asian city networks, asking if there are significant differences between the two regions or if certain global patterns of urban international relations can be identified. The analytical concept draws on the literature on European TCNs and identifies specific functions they provide to their membership. By way of a comparative analysis, this concept is extended to the Asian TCN cases. It is shown that in both regions, cities cooperate independently across national borders, circumventing the nation-state. Furthermore, sustainable development with a strong focus on environmental issues, and in particular climate change policy, is the most important policy goal in both Europe and Asia. The TCNs show major differences, however, in the areas of representation of and lobbying on behalf of their memberships. This leads to the conclusions that cities emancipate themselves from the higher tiers of government and that the Westphalian nation state loses coherence in both Europe and Asia, even though to specific degrees. 相似文献
