By examining the Congolese political economy through the lens of the ‘resource curse’ theory, this article aims to advance our understanding of the chronic underdevelopment of the Democratic Republic of the Congo (DRC). Proceeding in three distinct phases the article examines the effect of resource rents, foreignn aid and the likely effect of Chinese investment. It finds that a political tradition of patrimonialism and corruption based on large inflows of easily corruptible resource rents was established in the Mobutu period. In the post-conflict period the source of revenue shifted from resource rents to foreign aid, while the political tradition remained essentially unchanged. The model of the Congolese political economy established in these first two sections will then be used to make an informed assessment of the Sicomines deal. The article finds that the structured nature of the deals means that it is unlikely to perpetuate the ‘resource curse’ condition.  相似文献

This article explores partnerships between health and local government from the local government perspective; placing developments between the two sectors within the wider context of the Local Government Modernisation agenda. A number of commentators have argued that developments since 1997 – in particular the emphasis on community leadership and the new power of well-being – have provided local authorities with an exciting opportunity to reclaim a more pivotal role in shaping the health agenda at the local level. Such a role would be based on promoting well-being and a good quality of life, in keeping with the social model of health. In the longer run this reclaimed role could produce a shift in what has become the main boundary between health and local government: the health–social care boundary. The article reviews developments in three key areas: the health–social care boundary; the core components of the Local Government Modernisation Agenda; and the relationship between regeneration and health. The paper concludes that although progress has been made in regeneration and health and there is potential in elements of the Modernisation Agenda that these do not equate to a paradigm shift in local government's perspective on health. Instead, the social care boundary continues to dominate local government's vision of health. Central to this picture of modest progress is the substantial barrier to more radical change provided by the performance management frameworks governing both sectors.  相似文献

Community-based rape prevention programs have received little attention in the research literature. In this study qualitative methods were used to describe such programs and to assess the degree of homogeneity in their practices. In-depth interviews were conducted with representatives of 10 community-based prevention programs in a single state. Findings suggest that two typologies exist: short programs and extended programs. Homogeneity across programs was common as most programs emphasized secondary and tertiary prevention and relied on short curricula that are implemented with mixed-gender groups of students. A comparison to practices found in the research literature indicate that they are mostly using the same practices and these practices have not been demonstrated to have sustained behavioral effects that would reduce the incidence of sexual violence. Implications for future practice are discussed.  相似文献

The study of juvenile delinquency has focused primarily on conduct disorder and aggression in males, while relatively little attention has been paid to females who commit delinquent acts. This article offers a critical review of the existing theories of and research on female delinquency and the juvenile justice system's response to female delinquency. The inadequacies and persistence of historical theories and the conceptual and methodological strengths and weaknesses of contemporary perspectives in female delinquency are reviewed. Understanding and treatment of female and male delinquency could be enhanced through the adoption of a gender-integrated theory of delinquency that is informed by the comprehensive study of developmental, psychological, and social-ecological determinants.  相似文献

Dextromethorphan (DXM) is abused most commonly among adolescents as a recreational drug to generate a dissociative experience. The objective of the study was to assess driving with and without DXM ingestion. The effects of one‐time maximum daily doses of DXM 120 mg versus a guaifenesin 400 mg dose were compared among 40 healthy subjects using a crossover design. Subjects’ ability to drive was assessed by their performance in a driving simulator (STISIM® Drive driving simulator software) and by conducting a standardized field sobriety test (SFST) administered 1‐h postdrug administration. The one‐time dose of DXM 120 mg did not demonstrate driving impairment on the STISIM® Drive driving simulator or increase SFST failures compared to guaifenesin 400 mg. Doses greater than the currently recommended maximum daily dose of 120 mg are necessary to perturb driving behavior.  相似文献

All couples with minor children who filed for divorce within a specific 6‐week period (N = 191 couples) in one jurisdiction were ordered to attend a divorce education program. The control group included about 20 couples randomly selected from each of six 6‐week intervals before and six 6‐week intervals after the treatment interval (N = 243 couples). Archival records were searched for variables such as legal and residential custody award, visitation percentage, and relitigation. The impact of the program was assessed by evaluating, for each variable, whether the data for program interval departed from the straight (regression) line drawn through all the control group intervals. Only the visitation time award significantly differed: 27.75% for treatment couples and 22.46% for control couples. Analyses show that the father's attendance at the program primarily accounts for the difference.
