Institutionalization, Sustainability, and Repeatability of ADVANCE for Institutional Transformation

Principal investigators sow the seeds for successful institutionalization and sustainability of their ADVANCE grants when they make the decision to submit the grant and plan the goals, objectives, and activities underpinning the particular aspects of institutional transformation that their university will pursue within a general framework to advance faculty women to senior and leadership positions. Receiving the National Science Foundation (NSF) funding in a very competitive, peer-reviewed program and the relatively large size of the NSF grants carry considerable prestige. It is the institutional investment in terms of both human and capital resources and commitment on the parts of administrators and faculty to establish, change, and implement policies and practices to support ADVANCE that leverages the NSF support and assures long-term impact of the initiative.     

Preadjudicatory detention in a large metropolitan juvenile court

While the use, and possible abuse, of detention by the juvenile court has been the subject of heated controversy in recent years, this issue has received very little systematic empirical attention. A few studies of detention have been conducted, but they have produced mixed findings, which may be a result of the different locations and time periods considered, and the different methodologies employed. To shed additional light on this important question, we examine in this investigation the effect of a variety of legal, extralegal, and other case characteristics on the preadjudicatory detention practices of a large metropolitan juvenile court. Over 60,000 cases disposed of by the court during a seven-year period (1969–1975) were considered in a detailed multivariate analysis of detention outcomes (detained/not detained). The analysis produced no evidence that the court operates on a double standard—discriminates—along sexual, racial, or socioeconomic lines in the use of detention. Both additive and interaction statistical models considering the extralegal variables showed a youth's sex, race, and social class to be largely independent of detention decisions. In contrast, a legal factor—a youth's previous court experience—was found to be an important predictor of detention. This factor better accounts for detention outcomes than any, or all, of the other legal, extralegal, and other case history variables considered in the analysis.

Welfare and Work: Job-Retention Outcomes of Federal Welfare-to-Work Employees

On March 8, 1997, President Clinton announced the federal government's Welfare-to-Work Initiative, a major effort to provide job opportunities for welfare recipients in federal agencies. Using data from the U.S. Office of Personnel Management's Central Personnel Data File, the authors compare differences in job-retention outcomes for Welfare-to-Work employees and similar non–Welfare-to-Work employees in federal agencies. This approach provides an innovative way to measure job-retention by comparing job-retention outcomes of Welfare-to-Work employees against non–Welfare-to-Work employees. The findings suggest that Welfare-to-Work employees have greater odds of retaining their jobs than non–Welfare-to-Work employees. The results provide useful insights into the dynamics of job retention among welfare recipients who are hired into federal-sector employment.
