引入ISO标准体系破解基层公安机关抓落实难题

工作落实程度是影响工作成效的重要因素。当前,工作不落实、难落实是部分基层公安机关存在的突出问题。究其原因,有体制、机制、作风和能力水平等诸多方面的原因。杭州市公安局西湖风景名胜区分局在公安队伍正规化建设和警务管理中引入ISO国际标准认证体系,特别是其中的PDCA持续改进理念,从机制上确保基层公安机关各项工作从每一个环节、细节入手,抓紧、抓好每一个环节、细节,做到环环相扣、节节相连、持续改进,形成抓落实的完整体系和长效机制,破解了基层公安机关抓落实难题。     

在“一二·九”洪流中的李荒

“我是激进的” 1935年12月9日，北平发生了震惊中外的“一二·九”学生运动。广大爱国学生对蒋介石的卖国行经极为愤慨，当卖国的“冀察政务委员会”将于12月9日成立的消息传出后，北平大中学校学生，在中共北平临时市委和北平学联领导下爆发了抗日救亡的“一二·九”运动。

性骚扰法律规制问题研究

国内外法学界关于以何种法律规制性骚扰的争论,实际上是关于性骚扰本质的争论,而性骚扰在本质上是侵权行为,应利用侵权行为法来规制性骚扰行为,鉴于性骚扰自身的特殊性和复杂性,建议单独制定一部《反性骚扰法》。     

Elite politics and the fourth generation of chinese leadership

The personnel reshuffle at the 16^th National Congress of the Chinese Communist Party is widely regarded as the first smooth and peaceful transition of power in the Party’s history. Some China observers have even argued that China’s political succession has been institutionalized. While this paper recognizes that the Congress may provide the most obvious manifestation of the institutionalization of political succession, this does not necessarily mean that the informal nature of politics is no longer important. Instead, the paper contends that Chinese political succession continues to be dictated by the rule of man although institutionalization may have conditioned such a process. Jiang Zemin has succeeded in securing a legacy for himself with his “Three Represents” theory and in putting his own men in key positions of the Party and government. All these present challenges to Hu Jintao, Jiang’s successor. Although not new to politics, Hu would have to tread cautiously if he is to succeed in consolidating power. 学术界对"全球化"研究的著述可谓汗牛充栋.但往往着眼于"全球化"一词的出现乃至"全球化"概念形成以后的现实.(1)而一个半世纪以前,马克思和恩格斯就已经形成了"全球化"的思想,并且明确指出全球化既涵盖物质生产的层面,也涵盖精神生产的层面,而不像当下大多数人所理解的全球化仅仅是"经济全球化".(2)

Application of 3-D computer graphics for facial reconstruction and comparison with sculpting techniques

Facial reconstruction has until now been carried out by the sculpting technique. This method involves building a face with clay or other suitable material on to a skull or its cast, taking into account appropriate facial thickness measurements together with information provided by anthropologists such as approximate age, sex, race and other individual idiosyncrasies. A method for facial reconstruction is presented using 3-D computer graphics and is compared with the manual technique. The computer method involves initially digitising a skull using a laser scanner and video camera interfaced to a computer. A face, from a data bank which has previously digitised facial surfaces, is then placed over the skull in the form of a mask and the skin thickness is altered to conform with the underlying skull. The advantage of the computer method is its speed and flexibility. We have shown that the computer method for reconstructing a face is feasible and furthermore has the advantage over the manual technique of speed and flexibility. Nevertheless, the technique is far from perfect. Further facial thickness data needs collecting and the method requires evaluation using both known control skulls and later unknown remains.     

Challenges to multilaterism free trade agreements

The establishment of free trade took place in the late 18^th and 19^th centuries and, after the Second World War, international trade through trade liberalisation gained increased importance. International organisations such as the General Agreement in Tariffs and Trade (GATT) and the present World Trade Organisation (WTO) were then established to provide the institutional framework for a system of rights and obligations for trade in goods and services between countries. Nations worldwide are currently promoting trade liberalisation using various ways, multilaterally, regionally or bilaterally.
