Short story     
A case study of the Mozambican conflict is used to illustrate the need to integrate a gender perspective which is historically grounded and which encompasses social relationships between women and men rather than the existing 'impact of conflict on women' approach. This is demonstrated first by examining ways in which postcolonial states have continued constructions of gender which assign women to the private/domestic sphere and then by establishing how security in Southern Africa has been mediated by gendered constraints, whether in peace or war. The specific character of the Mozambican conflict is summarised, as are its outcomes in terms of gender relations which have intensified women's vulnerability. This is then related to an examination of the nature of some of the major humanitarian responses to the Mozambican emergency, where there was a wide divergence between stated policies on gender and practice. It is argued that this 'gender gap' is being perpetuated in some aspects of the reconstruction phase, despite women's enormous contribution to the task of rebuilding Mozambican society.  相似文献

Abstract: J.E. (Ted) Hodgetts was influenced by both the political economy approach that he learned at the University of Toronto and by the comprehensive historical method developed by Leonard White, under whom he studied at Chicago. His first great project, Pioneer Public Service, convinced him that responsible government was impossible without responsible public administration. The authors examine how his response to management theories and practices evolved following his participation in the Glassco, Lambert and Gomery commissions. Hodgetts consistently refused the complete separation of politics and administration, and he promoted the use of management techniques to strengthen parliamentary supervision of the public service. The two key components of his legacy are thus a commitment to the democratic values of representative government and the comprehensive study of the internal dynamics of public administration in interaction with the relevant environmental factors.  相似文献

SUMMARY

The study analyses the status and the standard of freedom of the press in Hungary in the first decade of the Austro-Hungarian monarchy. Special attention is paid to libel cases against nationality papers attacking the government in Pest. The author's main purpose is to discuss the limits on the freedom of the press drawn by criminal law, and in addition, to examine the accusations against the oppositional papers and the court practices involved. As a result, the study emphasizes that the picture of ‘the press under a state of siege’ could hardly be verified from the criminal procedures examined. The author does not, however, paint an idealized picture of the freedom of the press. The government in Pest was biased against the nationality papers. Yet even so, in the first ten years of Dualism juries adjusted the official criminal law policy by acquittals of authors and editors. The prosecuting magistracy therefore accepted the independence of the jury and the unreliability of the lay judges, and often withstood the demands of government departments. The members of the government of Hungary accepted the practice instituted by the prosecuting magistracy and ‘instead of strict laws and even more strict courts’ they gave up trying to rule the press by means of the criminal law. The first half of the 1870s thus became a period of a free press, indicating to what extent the parliamentary system and its government in Dualism could ‘practise liberalism without risking its own existence’.  相似文献

This article examines an underground but emergent neo‐liberal initiative in US cities, historic preservation. A focus on Chicago's programme highlights this as a complex cultural project. The focus is on how narrativists of this programme use imagined mental spaces in discourse to constitute a programme‐ and neo‐liberal‐supporting cultural content for common consumption. The results suggst that this neo‐liberal programme offers elaborate renditions of spatially infused heroes, villains, victims and unmistakable forces that function as cultural frame. This constituting, the study concludes, is crucial to bolstering assertions about the importance of this programme and the need for neo‐liberal restructuring  相似文献

This paper empirically analyzes whether government size is conducive or detrimental to life satisfaction in a cross-section of 74 countries. We thus provide a test of the longstanding dispute between standard neoclassical economic theory and public choice theory. According to the neoclassical view, governments play unambiguously positive roles for individuals' quality of life, while the theory of public choice has been developed to understand why governments often choose excessive involvement in – and regulation of – the economy, thereby harming their citizens' quality of life. Our results show that life satisfaction decreases with higher government consumption. For low, middle income, and male people, this result is stronger when the government is leftwing, while government consumption appears to be less harmful for women when the government is perceived to be effective. Government capital formation and social spending have no significant impact on life satisfaction.  相似文献

It is widely recognized that interest groups affect both microeconomic and macroeconomic outcomes. However, few researchers have attempted to discern empirically the factors that contribute to interest group activity. This paper provides a test of several theories of group formation in a panel setting. A nation’s stability, socioeconomic development, political system, size, and diversity all appear to contribute to interest group formation, as predicted by theory.  相似文献
