Abstract: Increasingly, the terms occupying centre stage on the policy agenda in many countries are global in reach. Thus they stretch the operational efficiency and suitability of the fabric of the sovereign state to its limits, and beyond. In particular the issue of global environmental change is demonstrating the need to break new ground in terms of institutions and instruments which provide vehicles for the creation and implementation of public policy "beyond the state". This paper explores the evolution of this situation during this century, and considers the institutional responses to the need for broader and broader geographical expressions of sovereignty.  相似文献

This study argues that the modern political philosophy of federalismis directly linked to the Swiss Reformed idea of religious covenant,which was first formulated in the 1520s and 1530s by HeinrichBullinger in Zürich. Bullinger's concept of religious covenanthad roots both in the Old Testament and in the early federalideal and reality that had come out of the Swiss Middle Ages;it therefore had important social and political implicationsas well as theological meaning. During the sixteenth and earlyseventeenth centuries, this theological idea of federalism fedinto and helped to create the modern political concept of federalism,especially in the thought of Philippe Duplessis-Mornay and JohannesAlthusius. Political federalism became a reality in the Constitutionof the United States in the late eighteenth century. The Swissfederal Constitution of 1848 was instructed by the mature conceptof political federalism, by the Constitution of the United States,and by the long tradition of Swiss federalism. All of theseinfluences had some basis in the uniquely Swiss idea of religiouscovenant.  相似文献

In the general population teenage pregnancies present an elevated rate of perinatal mortality compared with pregnancies of women in their twenties. In two large-scale university hospital studies (one American, one Danish), the teenage pregnancies showed lower perinatal mortality than those of any other age group. This article attempts to determine the origin of these differing results. A comparative analysis was conducted focusing on methodologies, subject characteristics, and treatment procedures involved in the two classes of studies, which involved representative populations and university hospital samples. The uniformly high quality medical treatment provided to all subjects in the university hospital samples contrasted with the uneven quality of treatment found in population studies constituted the most important difference. Since pregnant teenagers generally tend to be of lower socioeconomic status, they are likely to receive inferior medical care. It was argued that this factor could, to large extent, be responsible for the elevated mortality rates found in teenage pregnancies in representative populations.This study was supported by the National Institute of Child Health and Human Development of the Department of Health, Education and Welfare, Grant Award Number 75-7-060, The Consequences of Family Structure and Maternal State for Child and Mother's Development, Birgitte R. The first part of this article [vol 9, no. 1] examined the ways in which the structure and division of responsibilities within public administrations often rendered them unable to perceive or cope with broad problems of environmental decline. In the developing world this is compounded by the contradictions between pressures for economic survival versus the long-term considerations for sustainability and conservation in the policy arena. In this second part the author reviews and evaluates further areas of administrative innovation in this area and considers the climate for policy and institutional change 25 years after the Stockholm Conference. In conclusion, basic principles guiding policy formulation, methodology and administrative organization are presented to allow administrations to gain some ground in the worsening environmental balance sheet.  相似文献

The Common Transport Policy of the EU is one of the three common policies mentioned in the Treaty of Rome. However, this policy area has seen few achievements. It was not until the 1980s that any real attempt to develop a CTP began. The drive to complete the internal market has given this task a new urgency. However, the legacy of its past approach makes it difficult for the EU now to develop a successful transport policy. Varying explanations exist for this failing. Furthermore, the EU has failed to take account of the wider significance of transport policy, especially for regional development and for the environment.  相似文献

Ethnic fragmentation is largely presumed to be bad for democracy. However, many African countries belie this claim, as democracy has recently sprouted in several of its multiethnic states. We argue that African countries that have demographic patterns where the largest ethnopolitical group is at least a near-majority and is simultaneously divided into nested subgroups produce Africa's most democratic multiethnic societies. This large-divided-group pattern, which has gone largely unnoticed by previous scholars, facilitates transitions to democracy from authoritarian rule. The large group's size foments the broad-based multiethnic social agitation needed to pose a genuine threat to a ruling autocrat, while its internal divisions reassure minorities that they will not suffer permanent exclusion via ethnic dominance under an eventual democracy. We support our claim with cross-national quantitative evidence on ethnic fragmentation and regime type.  相似文献

This article demonstrates the crucial importance of the radio medium in the post-suffrage era as a space in which women could expand their sphere of influence and enact their responsibilities as citizens. It challenges previous scholarship which has argued that during the early decades of radio women were confined to the world of the everyday and the domestic. In the interwar years, Australian feminist organisations were quick to take advantage of the still-developing radio medium, which they used to publicise their activities to mass audiences. One such organisation was the United Associations (UA), founded in Sydney in 1929 by Jessie Street and Linda Littlejohn. Perth feminist Irene Greenwood was introduced to radio broadcasting as a member of the UA in the 1930s, and she later drew on these media skills and her extensive feminist networks to create her own innovative and interactive radio program in Western Australia, Woman to Woman (1948–1954). Correspondence between Greenwood and her audience shows that the program provided women from diverse backgrounds with the opportunity to engage publicly with significant political debates, to create a new imagined community of listeners, to communicate across geographical and class boundaries, and to become media producers themselves.  相似文献
