社区参与:意识与行动——以上海市G街道居民的调查为基础

在社区治理新政出台之际,有必要对居民的社区参与状况进行新一轮考察。调查显示,大部分居民愿意参与社区活动,不同群体的居民参与意愿趋同性高。居民的社区公共意识开始觉醒,但主体性意识依然不足。居民对社区活动的参与率有所提升,但总体参与度仍较低。参与群体分析表明,老年人参与度较高,中青年人参与度低;社区精英引领,大众参与度低;外地来沪常住人口的参与意愿和参与状况形成反差。有鉴于此,要吸纳外地来沪人员参与,扩大社区治理基础;创新社区参与机制,打造青少年发展空间;满足老年人需求,提升老年人社区参与质量。     

我国著作权集体管理制度修订和完善的探讨

数字技术的迅速发展使我国著作权集体管理制度凸显不足,2012年的著作权法修改草案将其作为重要修订内容之一。文章以现有著作权法律法规以及修改草案为依据,重点分析了我国该制度的诸多不足以及修改完善的对策。

在改革前的原有企业制度中,我国劳动者作为企业主人,其利益一直由国家来代表,因此劳动者参与制度并不发达.在逐步建立现代企业制度的改革进程中,由于法律地位的差异,即使在多边治理的框架中,劳动者参与公司治理的力度和作用也不大,在市场经济体制下,我国劳动者承受着巨大的风险和压力,他们在公司中的地位和权益,亟待通过建立各项法律制度予以加强和保护.而劳动者参与公司治理的法律制度,正是提高劳动者在公司中的法律地位、维护劳动者在公司中的合法权益的有效制度.

During his fi rst three terms, Putin has com-mitted to rejuvenating the once powerful country. He likely intends to make several more notable contributions to guarantee his legacy in the history of Russia and the world. In his fourth term, can Putin finally realize his dream of reviving Russia, and what internal and foreign policy will he adopt to crown his long career as the head of the Russian state?

Underground banks in NYC,their main clientele and operators: The perspective of Chinese illegal immigrants

The financial link of the process of illegal immigration is an unexplored area in previous studies. This current work is the first qualitative study to deal with this concern. The study examines the nature of Chinese-operated informal fund transfer systems in the U.S. by investigating the main clientele, operators or owners, location, and operation style of Chinese underground banks. The primary source of data came from in-depth interviews with thirty illegal immigrants in New York City and Philadelphia. 香港地區 香港特區政府發表政改諮詢文件

<正>2013年12月4日香港特區政府發表《二零一七年行政長官及二零一六年立法會產生辦法諮詢文件》(以下簡稱「諮詢文件」),就兩個產生辦法展開為期五個月的公眾諮詢。香港市民和社會各界可在2014年5月3日或之前,提交意見至政府總部政制及內地事務局。諮詢文件共55頁,分為六章、五個附件。關於香港特區行政長官產生辦法的重點議題包括:提名委員的人數和組成、提名委員會的選民基礎、提委會的產生辦法、提名特區行政長官候選人的程序、普選特區行政長官的投票安排、任命特區行政長官的程序與特區立法的     

基于分子克隆方法制备标准分子量片段混合物

目的制备标准分子量DNA片段混合物。方法选取pMD18-T载体部分序列作为插入片段,设计引物,制备包含不同大小的标准分子量片段的克隆。大量培养细菌提取质粒,用双酶切、连接荧光接头的方法制备不同大小的带有荧光的标准分子量片段,混合,纯化,最终获得标准分子量片段混合物(内标)。结果用分子克隆方法制备出具有实用性的标准分子量片段混合物,其单个标准分子量片段大小分别为80bp、124bp、194bp、224bp、254bp、304bp、349bp、399bp、424bp、454bp。并且这些标准分子量片段混合物可以准确地对DNATyper15试剂盒的扩增产物进行检测。结论应用该方法制备了能满足研究和实验室要求的标准分子量片段混合物,为DNA分子量标准物标准品的制作提供了一种新的方法。     

谨防诉讼调解过度化

鉴于诉讼调解在彻底解决纠纷、实现案结事了方面确实具有判决难以比拟的优势,诉讼调解在司法政策上得到支持,在司法实践中受到欢迎,具有足够的正当性与合理性。但是,我国原有制度已经为法官优先选择调解提供了充分的激励,在此基础上再大力强调调解,采取多种措施激励法官调解,有可能会造成诉讼调解过度化乃至强制化的局面。这种局面不但会损害当事人的合法权益,影响司法权威,阻碍我国的法制建设,也不利于审判效率的提高。因此,必须谨防诉讼调解过度化现象的产生。
